Comrade Do Huu Huy, Alternate Member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee and PPC Chairman, recently conducted an on-site inspection of the coastal road project.
At inspection sites, the PPC Chairman requested departments, sectors together with localities to prioritise tasks related to the coastal road project. Regarding embankment material sources, O Loan Commune, in coordination with the Department of Agriculture and Environment, was assigned to facilitate licensing procedures, ensuring sufficient material supply for construction.

For site clearance, the PPC Chairman instructed localities to conduct thorough reviews, clearly identify outstanding issues as well as avoid prolonged delays. On that basis, a “30-day and night campaign” for site clearance of the coastal road project will be launched, accompanied by incentive mechanisms encouraging households that voluntarily to hand over land early. Chairpersons of relevant communes, wards, together with the Management Board of Investment and Construction Projects in the provincial eastern region, are required to sign commitments on implementation progress.
Provincial leaders will conduct weekly inspections, directly reviewing each section and each affected household. Upon completion of the campaign, relevant forces will organise construction protection, preventing delays that may impact progress alongside capital disbursement.
In addition, the PPC Chairman directed relevant units to accelerate construction of resettlement areas, ensuring adequate conditions for relocation and stabilising the livelihoods of affected households, thereby facilitating land handover for project implementation.
The coastal road project has a total length of 25.47 kilometres, with total investment of 3.825 trillion VND, funded by central and provincial budgets. The project is divided into three independent components; currently, two components with a combined length exceeding 22 kilometres are under construction.
To date, contractors have completed earthworks for 9.3 kilometres of roadbed and laid asphalt concrete for 3.3 kilometres; two out of six resettlement areas have been completed, two others remain under construction, one cemetery relocation area is being developed. Meanwhile, component project 3, with length of 3.4 kilometres, has received investment approval, currently in the process of selecting consultants to prepare a feasibility study report.
At present, site clearance continues to face numerous obstacles, significantly affecting construction progress as well as capital disbursement. Simultaneously, The PPC Chairman has directed that disbursement of the 2025 capital plan, extended into 2026, must be completed before October 31, 2026.
