With a determination to achieve economic expansion exceeding 10%, Dak Lak is entering a phase of accelerated development, implementing a wide range of coordinated measures to achieve its goal of becoming a new growth pole for the South Central Coast and Central Highlands.

A development imperative

The goal of double-digit growth is not merely a slogan but a development imperative for the new period. The province has established a Steering Committee for the implementation of double-digit economic growth targets during the 2026 - 2030 period (the Steering Committee).

The Steering Committee is focused on unlocking economic resources. A wide range of procedures related to investment, land and project implementation are being reviewed to minimise processing times. Simultaneously, direct dialogue mechanisms with enterprises has been introduced to promptly address difficulties related to capital, land availability and policy frameworks.

“The PPC Party Committee has directed the formulation and management of monthly growth scenarios based on sectoral combined with industry-specific plans, clearly defining responsibilities and contributions of each unit while linking them to task lists in line with principle of “six clarities”. Concurrently, it is urgently developing a KPI system to assess officials in a substantive alongside objective manner, while proactively studying and proposing special mechanisms suited to practical conditions”, affirmed Party Central Committee member, Provincial Party Secretary and Head of the Steering Committee, comrade Luong Nguyen Minh Triet.

A notable feature is that all growth tasks have been quantified through specific monthly and quarterly benchmarks. The responsibilities of heads of departments, sectors together with localities are directly linked to implementation outcomes. This is intended to shift administrative apparatus from a process-oriented mindset towards one centred on  service and action.

Under provincial economic management scenario for 2026, Dak Lak aims to achieve GRDP growth exceeding 10.02%. Growth during the final nine months of the year must reach at least 10.64%. Total social investment capital is targeted at more than 80.39 trillion VND in 2026; while industrial production index is expected to increase by more than 12%; tourism revenue by at least 17%; and budget revenue by more than 10% compared with the previous year.

Resolutely removing obstacles and accelerating key projects

To achieve the growth target, the PPC has instructed departments, sectors and local authorities to implement a broad range of decisive measures to unlock resources for socio-eco development.

One of the key priorities is administrative reform associate with improving service quality for residents along with enterprises. Agencies have been instructed to review all APs and shorten processing times as much as possible, particularly in areas related to land, auctions, investment as well as project implementation.

Concurrently, the province has ordered the complete resolution of existing difficulties and bottlenecks, while considering the establishment of a specialised site-clearance force coupled with flexible redeployment of officials from areas with fewer projects to support key localities.

In Hoa Xuan commune, the “60-day and night peak campaign for site clearance” serving Hoa Tam Industrial Park Infrastructure Investment together with Business Project (Phase 1) and Bai Goc Port Construction Investment Project is being implemented on an accelerated schedule.

Comrade Hoang Anh Tuan, Chairman of Hoa Xuan Commune People’s Committee, said: “Many officials have currently been deployed to local communities to engage directly with residents and handle individual cases to build consensus for project implementation”.

Dak Lak is demonstrating strong determination in its pursuit of double-digit growth, reflecting its aspiration to make a breakthrough alongside open up a new development space for the locality in the coming period.
