Culture and social welfare, education, healthcare together with social security continued to be implemented effectively, contributing to stable living standards. Administrative reform, digital transformation, government development combined with organisational restructuring progressed in a coordinated manner, accompanied by  stronger administrative discipline, enhanced governance effectiveness and improved public service quality for both residents coupled with enterprises. National defence, security and social order remained firmly safeguarded, maintaining political stability while providing a favourable environment for socio-eco development.

These achievements reflected the PPC’s proactive, timely, comprehensive alongside decisive leadership from the outset of 2026. Key tasks and solutions were translated into concrete action through clearly assigned responsibilities, implementation timelines together with expected deliverables, supported by regular monitoring, supervision and inspections.

Removing bottlenecks to sustain growth momentum

According to comrade Phan Thi Ha Phuoc, Head of the Economic and Budget Committee of the Provincial People's Council, the provincial growth performance  demonstrated the PPC’s strong determination alongside flexible governance despite persistent challenges.

However, the report also indicated to several sectors falling short of their planned growth scenarios, particularly industry together with construction. Overall growth remained heavily dependent on investment progress, public investment disbursement and project implementation.

Regarding public investment, the disbursement rate remained  low as of early June. Delays in investment procedures along with site clearance, coupled with the limited capacity among several project owners, project management boards and contractors, continued to constrain implementation progress.

During group discussions, delegates stressed that achieving the annual growth target of more than 10% would require decisive alongside targeted governance across every indicator, sector, locality and project.

They also urged the PPC to review as well as adjust the growth scenario, accelerate public investment disbursement and remove bottlenecks affecting key projects. Simultaneously, the province should promote industrial production, construction, trade, services, tourism, exports along with state budget revenue, maximise the efficiency of development investment resources, mobilise social capital, and generate novel momentum to successfully achieve its 2026 socio-eco targets.
