Effectively implementing National Target Programmes for 2026 - 2030

Deputy Prime Minister, comrade Ho Quoc Dung has recently chaired a nationwide online conference to promote the implementation of National Target Programs (NTPs) for building new rural areas, sustainable poverty reduction, and socio-eco development in ethnic minority together with mountainous regions during the 2026-2035 period (Phase I, 2026-2030).

At the Dak Lak province location, PPC Vice Chairman, comrade Nguyen Thien Van coupled with Director of the Department of Agriculture and Environment, comrade Bui Hong Quy co-chaired the conference.

A novel feature of the 2026-2035 framework is the integration combined with reorganization of the three NTPs from the 2021-2025 period into a unified framework. The transformation helps eliminate overlap in geographical areas, target groups, and support content, while improving overall management efficiency together with strengthening decentralization and devolution to localities.

The total state budget allocated to the Program for the 2026-2030 period is approximately 423 trillion VND; including: the central budget of 100 trillion VND; the local budget at approximately 300 trillion VND; along with roughly 23 trillion VND from policy credit sources.

The Program aims to achieve the following goals by 2030: increasing the average income of rural people by from 2.5 to 3 times compared to 2020; maintaining an annual reduction of 1% to 1.5% in the multidimensional poverty rate nationwide; essentially eliminating extremely disadvantaged communes combined with villages in ethnic minority and mountainous areas; reaching approximately 65% of communes nationwide meeting the new rural development standards; together with having five provinces alongside cities recognized as having completed the task of building new rural areas.

For Dak Lak province, targets include raising average rural incomes to 2.5 - 3 times by 2030 compared to 2020; reduce the poverty rate throughout the province by an average of 2% or more per year (specifically for ethnic minorities, the reduction will be 3% or more annually); 50% of communes and villages removed from the list of particularly difficult areas; approximately 77% of communes meeting the new rural area standards, including 9% of communes recognized as modern new rural areas; alongside developing at least 300 additional OCOP products rated 3 stars or higher. The province will focus resources on completing the GIS-based digital planning databases, synchronizing infrastructure, as well as concentrating on resolving issues related to land, housing, production land, and clean water for local ethnic minorities.

Addressing the conference, Deputy Prime Minister, comrade Ho Quoc Dung requested the central ministries and agencies combined with localities to urgently remove institutional obstacles and ensure the program is implemented effectively at the grassroots level. The Deputy Prime Minister emphasized the need to focus on integrating budget funds, prioritizing the allocation of social policy credit to particularly disadvantaged areas, along with linking the progress of document issuance, capital allocation, and disbursement outcomes with the responsibility of the head of each agency to ensure the sustainability of the program.
