Having identified key bottlenecks that require urgent resolution, Dak Lak currently has faced the challenge of building a robust high-tech agricultural ecosystem capable of transforming its vast potential into sustainable growth drivers.
Advancing institutional reform
Following the recent administrative restructuring, the province is prioritising the development of multi-value agricultural economic models. A central pillar of this strategy is the optimisation of three interconnected strategic growth corridors: the western Central Highlands growth zone, serving as the global coffee capital urban core; the eastern coastal growth zone, positioned as a regional and national hub for marine alongside island tourism; and the transitional midland zone, functioning as a multidimensional linkage corridor supporting connectivity province-wide.

Up to the present, Dak Lak has attracted around 80 investment projects in high-tech agriculture with combined registered capital approaching 19 trillion VND. However, numerous projects continue to face challenges related to legal procedures, land access combined with infrastructure development.
According to Dr. Bui Thi Ngoc Dung from the Institute of Agricultural Planning and Design under the Ministry of Agriculture and Environment, Dak Lak needs to improve transparency in its land bank by establishing a comprehensive land database that clearly identifies land origins along with ownership rights, thereby strengthening investor confidence. Concurrently, the province should effectively implement the "four reductions" principle (reducing processing time, administrative procedures, compliance costs and intermediary agencies).
Ms. Dang Thi Thuy, Deputy Director of Dak Lak's Department of Agriculture and Environment, said: "The province is continuing to remove obstacles facing investors while giving priority to projects in deep processing, logistics, science coupled with technology, digital platform applications and the adoption of advanced technologies in production, in line with the current trend towards green agricultural development".
Standardising commodity value chains
The Provincial Master Plan for 2021-2030, with a Vision to 2050, clearly positions Dak Lak as a new growth pole and a modern agricultural production as well as processing hub for both the Central Highlands and the South Central Coast. At the heart of this strategy is a shift from traditional agricultural production towards a multi-value agricultural economy.

By 2030, the province aims to standardise all agricultural, forestry together with fisheries value chains while integrating them with deep-processing industries and seaport logistics services. Dak Lak is committed to consolidating while enhancing its position as Vietnam's coffee capital while accelerating the development of high-value fruit industries, particularly durian. The strategy also incorporates 187,000 offshore mariculture cages along the eastern coastline to supply high-value export products involving lobsters and ocean tuna.
This integrated ecosystem will be managed through data-driven governance alongside closely connected value chains, positioning Dak Lak as a strategic agricultural logistics hub within the Greater Mekong Subregion economic corridor and strengthening its role in cross-border agricultural trade. The province is committed to building a facilitative, action-oriented combined with transparent administration that works alongside investors and businesses to transform its distinctive advantages into drivers of rapid as well as sustainable growth, while developing Dak Lak into a culturally distinctive province with strong international competitiveness.
General Phan Van Giang, Politburo Member, Deputy Prime Minister and Minister of National Defence, stressed that Dak Lak's foremost priority is its ability to translate existing potential and comparative advantages into tangible outcomes coupled with genuine growth drivers, turning the strategic vision outlined in the provincial master plan into concrete projects that deliver practical benefits for both people and businesses. He emphasised that economic development must go hand in hand with protecting ecological systems, forest, water together with marine resources, ensuring a balanced approach between economic growth and sustainable development.
