Breakthrough management mindset for double-digit growth goal

Setting the double-digit economic growth targets for the 2026-2030 period, Dak Lak province identifies administrative reform coupled with digital transformation (DX) as crucial driving forces. A series of solutions from streamlining administrative procedures (APs), piloting an urgent "green channel" mechanism, to restructuring processes based on data has been implemented.

The outstanding mark in the AP reform is the fundamental change in implementation method: a strong shift from single cuts to reform in the procedure chain, directly removing bottlenecks for businesses.

The PPC has reduced processing time along with compliance costs for critical APs by 50%, while eliminating irrelevant specific procedures. Cumulatively from 2024 to present, the province has abolished 3 specific APs. Since the beginning of the year alone, the province has approved a plan to reduce as well as simplify 224 APs, focusing on shortening time, reducing intermediaries combined with increasing the available data exploitation, thereby diminishing costs for people alongside businesses.

Ms. Hoang Thi Tam, Deputy Director of the Provincial Public Administration Service Center, said: "The Center closely coordinates with departments together with branches in receiving, processing in conjunction with returning dossier results, ensuring the goal of cutting 50% of processing time as well as compliance costs, both shortening time and ensuring strict compliance with legal regulations."

In particular, the "green channel" mechanism is a breakthrough solution to contract application processing time, enhance inter-agency coordination, thus accelerating the progress deploying DX projects, contributing to improving the state management efficiency. The province aims to shorten at least 30% of the procedure processing time in the stages of appraisal, coordination, consultation, submission along with decision issuance. After 6 months, there will be an initial assessment; after 1 year of preliminary review, adjust or expand the application scope in line with practical realities.

Strong action from province to grassroots

The breakthrough mechanism on administrative governance from the provincial level has quickly become the driving force for localities to proactively realize it with practical alongside specific models.

Since the beginning of the year, the PPC has issued 11 decisions approving plans to diminish along with simplify 224 APs. The options focus on shortening the resolution time, cutting down on intermediaries, standardizing internal processes, enhancing simultaneous processing combined with exploiting existing data, thereby reducing implementation time coupled with costs for people alongside businesses.

In Ea Kao ward, the change has spread clearly through the "Golden week for carrying out APs" model implemented since mid-July. The local government has brought a miniature "One-Stop" unit to the villages and residential groups to directly support the residents in completing the essential procedures directly related to people's lives. Ms. Do Thi Nguyet, Deputy Director in charge of Ea Kao Ward Public Administrative Service Center, said that the breakthrough in this model is to tighten the process, resolving procedures in a maximum of 7 days; with simple procedure, the results returned on the same day; don't let harassment happen or prolong it.

The strong transformation from administrative reform creates an open, transparent together with constructive investment environment, serving the resident better. This is a solid launching pad for the province to make a strong breakthrough, achieving the double-digit economic growth goal in the 2026-2030 period.
