Novel momentum in investment promotion and attraction

Following the Provincial Planning Announcement and Investment Promotion Conference, Dak Lak is shifting from promoting its potential while building investment connections to monitoring, expediting and supporting the implementation of approved projects alongside cooperation memoranda.

From commitments to concrete projects

Immediately after the Conference, the province developed a plan to monitor and expedite the implementation of assigned tasks, focusing on investment policy decisions, investment registration certificates, cooperation memoranda, as well as research as well as survey proposals handed over at the event.

Notably, the Phu Yen Economic Zone (EZ) Management Board announced the decision approving the investment policy, investor together with implementation plan for the investment projects of construction and commercial operation of infrastructure at Hoa Xuan Tay along with Hoa Xuan Dong Industrial Parks (IPs).

The two projects, covering nearly 820 ha in total, will provide additional industrial land with synchronised infrastructure, open up more space to attract secondary investors, and establish linkages between industry combined with seaports, logistics, energy and services. Handled under the “green lane” mechanism, the projects’ procedures will be processed more quickly, facilitating early implementation.

According to comrade Huynh Lu Tan, Member of the Provincial Party Standing Committee and Head of the Phu Yen EZ Management Board, expediting project procedures is aimed not only at keeping projects on schedule in line with approved investment decisions, but also at reinforcing businesses’ confidence in the government’s commitment to supporting enterprises.

In addition, the Management Board is supporting investors involved in the Bai Goc Port Construction Investment Project and Phase 1 of the Hoa Tam IP Infrastructure Construction alongside Commercial Operation Investment Project, among others. The Management Board has determined that it must proactively work alongside investors, promptly resolve difficulties and create favourable conditions for projects to move forward as well as deliver outcomes at the earliest opportunity.

Deepening investment attraction

During the first seven months of 2026, Dak Lak approved investment policies and granted investment registration certificates for 32 projects, with total registered capital of approximately 29,455 billion VND. A total of 36 projects had their investment policies adjusted, including 11 projects with increased capital, with the total increase amounting to 1,487.3 billion VND.

Beyond expanding investment capital, the priority now is to improve the quality of capital inflows by selecting projects that align with provincial development orientations and have strong spillover potential.

According to Alternate Member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee and PPC Chairman, comrade Do Huu Huy, the province remains committed to building a service-oriented government, with enterprises together with residents at the centre. The province will continue to implement specialised programmes and pursue annual strategies both domestically coupled with internationally to capitalise on the current momentum and promote sustainable development.

For infrastructure investors, the priority is to build an ecosystem capable of attracting manufacturing enterprises, creating industrial linkages and increasing the value of the entire industrial landscape.

Mr. Tran Ngoc Anh, General Director of Capella Quang Nam JSC, said the success of the Hoa Xuan Dong IP project would depend not only on investment scale, but also on its ability to attract secondary investors, create jobs, increase budget revenue and stimulate local industrial development.

Capella Quang Nam is committed to ensuring the project’s resources, quality and progress, while coordinating investment promotion and connecting domestic coupled with foreign investors, with priority given to clean industry, supporting industries, high technology and environmentally friendly projects.

The alignment between the provincial development orientation along with the investor’s strategy shows that investment promotion and attraction are becoming more focused as well as substantive, targeting not only new projects but also retaining enterprises, attracting secondary investors and generating novel growth momentum from existing projects.
