Drawing on its experience in public investment disbursement capital, Dak Lak is shaping a novel governance approach, using implementation outcomes as the benchmark for assessing the performance of organisations and officials, thereby laying the foundation for achieving double-digit economic growth.
At the Dak Lak Provincial Management Board of Civil and Industrial Construction Investment Project, pressure to accelerate disbursement has been translated into weekly performance targets. According to Mr. Nguyen Quoc Dong, Director of the Board, contractors are required to submit written commitments on construction schedules. Those failing to fulfil their commitments must reassign personnel from other construction teams or engage more capable subcontractors. As a result, the Board has maintained stable disbursement progress, making a significant contribution to the provincial overall performance.

In 2026, the Eastern Dak Lak Management Board of Construction Investment Project was allocated more than 3.418 trillion VND in public investment capital. By early June, it had disbursed more than 704 billion VND, equivalent to 20.04% of the annual plan. Just one month later, disbursement reached 1.059 trillion VND, nearly 31% of the target. In June alone, disbursement rose by more than 354 billion VND, surpassing the provincial growth scenario.
These outcomes have been driven by improved site clearance, the removal of procedural bottlenecks combined with stronger accountability among all parties involved in projects.
Accountability in public service delivery
From the provincial level to grassroots authorities, leadership accountability is no longer measured solely by directives or meetings, but by direct engagement at project sites, regular dialogue with residents, and prompt resolution of obstacles. The "30-day", "45-day", together with "60-day" campaigns have not only accelerated site clearance but also become practical platforms for strengthening officials’ capacity, fostering closer engagement with local communities, greater initiative, stronger determination, alongside heightened accountability.

According to Mr. Nguyen Van Tinh, Secretary of the Party Committee of O Loan commune, the success of the site clearance campaigns should not be measured solely by the amount of land handed over or project progress, but also by the transformation in the awareness and sense of responsibility among officials coupled with Party members. When Party committees provide direct leadership and officials remain closely engaged with local communities, public consensus is strengthened, becoming the decisive factor in translating Party guidelines as well as resolutions into practice more rapidly.
PPC Vice Chairman, comrade Truong Cong Thai said that public investment disbursement is also a measure of government administration effectiveness and accountability to the people. Dak Lak is steadily building a more action-oriented, disciplined, people-centred combined with effective public administration. When resolutions are translated into concrete action and responsibilities are clearly assigned at every level, long-standing bottlenecks are gradually being removed, creating fresh momentum for development.
The on-schedule completion of key projects provides a direct impetus for economic growth, attracts investment and demonstrates the provincial determination to achieve its strategic objectives. With the goal of ensuring public investment disbursement exceeds 95% in the third quarter alongside for the year as a whole, Dak Lak is striving to transform numerical targets into momentum for sustainable development.
