Cleared sites - Faster construction

With the directive, “Wherever the site is handed over, construction must begin immediately; wherever work is completed, acceptance and payment must follow without delay”, construction has gathered pace at numerous sites following the province-wide 45-day campaign to accelerate site clearance.

These days, construction along the Ton Duc Thang Road section passing through Tan An Ward has become more intensive. Mr. Trinh Quoc Viet, Deputy Director of Binh Minh Co., Ltd., the contractor for the Ton Duc Thang Road project, said that previously, as some sections had yet to be handed over, construction had to be divided into smaller work fronts, preventing machinery and labour from being deployed continuously as well as affecting the overall schedule. With the site now cleared, the contractor has greater flexibility in coordinating equipment, workers and materials, while adding shifts and work fronts where conditions permit to make up for lost time.

The requirement to put handed-over sites into construction immediately has also been applied to other key projects province-wide. Mr. Phan Ngoc Thanh, Deputy Head of the Management Board of Dak Lak Provincial Economic Zones coupled with Industrial Parks (IPs), said site clearance only delivers its full impact when cleared land is quickly turned into active construction sites.

Therefore, immediately after receiving each section, the Board requires contractors to urgently mobilise machinery and workers combined with organise construction. Each section of cleared land must be converted into actual construction output, helping ensure project progress and accelerate disbursement.

Opening the way for new investment

The 45-day campaign achievements are measured not merely by the area of land handed over. More importantly, areas previously held up by site-clearance bottlenecks have now moved into the construction phase, creating greater room for infrastructure, industrial, urban and service development.

At Hoa Tam IP, the campaign resulted in an additional 152 ha being cleared, bringing the total cleared area to more than 382 ha, equivalent to 77.68 %. Currently, site clearance has been completed for the Bai Goc Port - Van Phong road and the area serving Bai Goc seaport. This provides a basis for the projects to move on to subsequent stages, gradually putting land combined with infrastructure resources to effective use.

The momentum has become even more evident as inter-regional infrastructure projects enter their final stretch. The Khanh Hoa - Buon Ma Thuot Expressway, for instance, has reached nearly 99 % completion. Once the expressway, routes linking the Central Highlands with the coast and the infrastructure network around Bai Goc seaport are completed, trade flows between the Central Highlands coupled with the South Central Coast will become more seamless.

To maintain this momentum and prepare for the next phase, the PPC will continue reviewing while breaking down each land plot, while prioritising detailed weekly schedules to fully resolve 21 outstanding projects and 10 projects under preparation. Each remaining bottleneck will be reviewed, with responsibilities alongside resolution timelines clearly identified, while site-clearance preparations for new projects will be initiated proactively from an early stage.

Emphasising the maintaining momentum importance after the campaign’s peak period, Member of the Party Central Committee, Secretary of the Provincial Party Committee and Head of the provincial National Assembly Delegation, comrade Luong Nguyen Minh Triet urged authorities along with agencies at all levels not to treat the 45-day campaign as a short-term drive before returning to previous practices. Effective approaches developed during the campaign should be standardised and incorporated into routine working practices for the leadership alongside management of key projects.
