After 45 days of concerted efforts to address long-standing site clearance bottlenecks, numerous key projects across Dak Lak have made notable progress.
Before July 2026, site clearance for key projects province-wide encountered considerable difficulties. To focus on removing these bottlenecks, the Standing Committee of the Provincial Party Committee issued decisions establishing five working groups, headed by members of the Standing Board, with PPC leaders as deputy heads and participation from relevant departments, sectors combined with investors. The PPC launched the 45-day campaign to expedite site clearance for key works and projects. From an initial list of 42 projects, the scope was reviewed as well as expanded to include 11 additional works and projects facing difficulties, bringing the total to 53 works alongside projects requiring focused intervention.

At the campaign launch ceremony, Provincial Party Secretary Luong Nguyen Minh Triet stressed: “Site clearance must remain a central and urgent task, as well as a key stage in accelerating the implementation of key works coupled with projects and creating growth drivers. The campaign demonstrates the PPC’s determination to address bottlenecks, deliver tangible improvements in implementation as well as unlock resources for development.”
A notable feature of the 45-day campaign was its project-specific approach to implementation. Members of the Provincial Party Committee Standing Board together with PPC leaders went directly to project sites to conduct inspections, engage in dialogue with residents and receive on-site briefings. Emerging difficulties were addressed in accordance with the “six clarities” principle: clear personnel, clear tasks, clear progress, clear responsibilities, clear deliverables along with clear authority.
Alongside close monitoring of project sites, management combined with coordination were backed by an online Dashboard system that updated site clearance progress daily. Three-day reporting and weekly briefings were maintained while progress milestones were updated regularly, enabling provincial leaders and the working groups to identify delayed tasks at an early stage as well as take timely corrective action.
Notable progress
At the conclusion of the campaign, seven projects province-wide had completed 100% of site clearance, while 15 projects had reached more than 90%. Among them, Component Project 3 of the Khanh Hoa - Buon Ma Thuot Expressway had reached 99.99% site clearance. The Bai Goc seaport projects, the Bai Goc Port - Van Phong Economic Zone road project and several other works had completed site handover. For projects with substantial remaining workloads, involving Hoa Tam Industrial Park coupled with Ea Tam irrigation reservoir, progress also improved, creating a basis for investors and contractors to continue implementing subsequent tasks.

PPC Chairman, comrade Do Huu Huy stressed that the success of the 45-day campaign affirmed an important reality: change stems from how agencies and units approach management as well as organise their work, reflected in the spirit of “clear personnel, clear tasks, clear responsibilities”, with the effectiveness of the final deliverables serving as the measure of value.
In particular, this success was driven by the direct and decisive leadership as well as determination to overcome difficulties demonstrated by the Provincial Party Secretary, the Deputy Secretaries of the Provincial Party Committee and the working groups.
Their close monitoring of project sites and attention to individual projects, day alongside night, including during holiday, helped removed long-standing “bottlenecks”, generating strong momentum throughout the political system, from the provincial level to the grassroots and receiving strong support coupled with consensus from local residents.
