Making tangible outcomes the benchmark for digital transformation

The PPC Steering Committee on science, technology, innovation, digital transformation (STI&DT) together with Project 06 convened a meeting to review progress in implementing tasks related to STI&DT, administrative reform and Project 06 across the province.

As of April 2026, STI&DT efforts have delivered notable initial outcomes. In developing digital government, the proportion of fully online public service applications reached 30.97%, up 0.13% year-on-year. Shared platforms of Administrative Procedures Information System and the Intelligent Operations Centre (IOC) are operating stably. The digital economy now accounts for 7.67% of the provincial GRDP.

In terms of digital society, mobile broadband coverage has reached all villages and hamlets. The issuance rate of Level 2 electronic identification accounts has surpassed 88%. Notably, 2,802 community digital technology teams have been established, with more than 18,300 members, to support residents in accessing digital services.

Under Project 06, more than 2.2 million people have been issued Level 2 electronic identification accounts, equivalent to 88.28%. Nearly 95% of judicial record certificates are now issued via VNeID; 97.87% of healthcare facilities have adopted electronic medical records; while 42.09% of adults possess digital signatures.

Although Resolution 57 has been implemented vigorously with initial outcomes, a gap persists between policy direction and actual results, pointing to systemic bottlenecks in strategic orientation, implementation, resource coordination, along with monitoring and evaluation mechanisms.

Concluding the meeting, Comrade Do Huu Huy, Alternate Member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, PPC Chairman, stressed the need to move beyond a focus on task execution towards delivering concrete, measurable outcomes while taking tangible effectiveness, outputs and socio-eco impact as the principal benchmarks for STI&DT.

He called on assigned agencies to continue accelerating the implementation of overdue Q1 2026 tasks. Departments, sectors together with localities must proactively review their responsibilities and strengthen coordination to ensure consistent alongside synchronised digital transformation across the province.
