The Appraisal Council for the Adjustment of Dak Lak Provincial Planning for 2021-2030 period, with a vision towards 2050, has recently convened a meeting to appraise the adjusted provincial planning documents.

Member of the Central Committee of the Communist Party of Vietnam, Secretary of the Provincial Party Committee, comrade Luong Nguyen Minh Triet delivering a guiding speech at the meeting.

At the meeting, the Appraisal Council reviewed and commented on the adjusted Dak Lak Provincial Planning documents for the period of 2021-2030, with a vision to 2050; the Strategic Environmental Assessment Report; alongside also provided feedback on the draft Appraisal Report on the adjusted provincial planning documents.

The opinions generally agreed that the adjustment of Dak Lak Provincial Planning following merger of Dak Lak and Phu Yen provinces is necessary as well as appropriate in line with newly expanded administrative boundaries and the two-tiered local government model. Many opinions focused on the orientation of regional linkages along the “highland - coastal” axis, the development of East-West transport infrastructure, logistics, along with seaports; smart urban development, green economy, digital transformation, etc.

Addressing the session, the Provincial Party Committee’s Secretary, comrade Luong Nguyen Minh Triet directed: The adjustment of the Provincial Planning must be carried out with a long-term, comprehensive vision, while ensuring strategic relevance and practical implementation. The process of finalizing the plan needs to regularly update new documents combined with directions from the Central Government, ministries, and sectors; while clearly identifying resources to serve the goal of double-digit growth in the coming period. Specifically, it is necessary to clearly define the provincial internal resources, resources supported by the Central Government, resources that can be mobilized immediately, as well as potentials that have not yet been transformed into development drivers. The plan must clarify Dak Lak’s unique position and outstanding competitive advantages to attract investors; update key projects coupled with potential sectors; and research along with propose specific mechanisms and resource mobilization mechanisms to effectively achieve development goals.

PPC Chairman, comrade Do Huu Huy acknowledged and highly appreciated the efforts of the departments, localities, alongside consulting units in the process of organizing the adjustment of the Provincial Planning. He emphasized that the adjusted planning content clearly reflects the new scope, new thinking, broader vision, and provincial development aspirations following the merger.

PPC Chairman requested the Department of Finance together with the consulting unit to promptly incorporate as many recommendations as possible from the Appraisal Council, finalize the explanatory report, database, and draft decision approving the adjustment of the Provincial Planning; while completing the dossier for submission to the Provincial Party Committee together with the Provincial People’s Council for consideration and approval before submission it to the PPC Chairman for approval in accordance with regulations.
