Improving the operational efficiency of state-owned enterprises

The province currently has 17 state-owned enterprises in which the PPC, acting as the owner’s representative, holds 100% or more than 50% of charter capital. It also has 11 enterprises with state capital in which the PPC holds less than 50% of charter capital.

Forestry limited liability companies with two members have been restructured, converted and put into operation, although land-related procedures remain incomplete. Final settlement of state capital has yet to be completed due to unresolved financial obstacles. To date, the dissolution of three single-member limited liability companies, Buon Ma Thuot Coffee, Krong Ana Coffee - Cocoa together with Dray H’Ling, has also fallen behind schedule due to unresolved debts, land issues and labour-related obstacles.

According to assessments, the restructuring, renewal along with equitisation of enterprises in the province continue to face shortcomings and obstacles, particularly difficulties in resolving land issues during restructuring, alongside financial settlement, debt settlement and land-use financial obligations. Moreover, there are still no specific regulations on classification criteria for state-owned enterprises coupled with enterprises with state capital undergoing ownership transformation, restructuring and divestment during the 2026 - 2030 period, as well as related guiding documents.

PPC Chairman, comrade Do Huu Huy requested departments together with sectors to focus on addressing existing shortcomings in order to accelerate the restructuring of state-owned enterprises and improve enterprise efficiency. Relevant agencies were instructed to promptly appraise alongside approve land-use plans while adjusting decisions on land allocation and leasing to facilitate production combined with business activities and investment cooperation in accordance with regulations.

They were also tasked with advising the PPC on assigning orientation targets coupled with evaluation criteria for state-owned enterprises in 2026, as well as key targets for the 2026 - 2030 period; reviewing and advising the province on redefining charter capital for enterprises wholly owned by the state in accordance with regulations; while advising the PPC on issuing an enterprise restructuring plan aligned with Politburo Resolution No. 79-NQ/TW dated January 6, 2026 on the State economic development and Dak Lak Provincial Party Committee Programme No. 15-CT/TU dated April 24, 2026.
