Mobile public administration teams and doorstep administrative assistance are helping to bridge the gap between local authorities coupled with residents.
Tan An ward has launched a Mobile Public Administration Campaign to improve public service quality. Alongside maintaining regular staffing at the Public Administration Service Centre (PASC) from Monday to Friday, an inter-agency task force, comprising officials, civil servants, youth union members together with Community Digital Technology Teams, rotates through all 32 villages and residential neighbourhoods at weekends, providing on-site assistance at village halls as well as community centres.

Residents receive hands-on guidance on submitting applications, making online payments via the National Public Service Portal, along with installing and using digital applications. The initiative gives priority to older people, ethnic minority communities combined with workers unable to visit the PASC during office hours. As an outcome, increasing numbers of residents have gained access to and become proficient in using online public services.
Comrade Nguyen Thi Huong, Director of the Tan An Ward PASC, said: “When local authorities proactively bring services to communities, numerous residents’ difficulties can be resolved immediately. Beyond handling administrative procedures (APs), officials also provide digital skills guidance, making public services more accessible to local people”.

With the goal of improving public service delivery, Quang Phu commune has likewise established a Mobile Administrative Team. According to comrade Nguyen Thi Thanh Van, Director of the Quang Phu Commune PASC, since June 10, the team has processed hundreds of administrative applications directly within local communities, covering civil registration, notarisation, land-related procedures coupled with social insurance. More than 200 residents have also received guidance on installing the Dak Lak Digital application.
Since July 6, Tan Lap ward has officially deployed civil servants to work directly in local communities, assisting residents in completing APs at home. Officials bring application forms and necessary equipment to households to support procedures including birth re-registration, marriage re-registration, powers of attorney certification together with signature authentication.

According to comrade Tran Duc Nhat, Chairman of the Tan Lap Ward People's Committee, the initiative was introduced in response to the Dak Lak PPC’s directive on improving public service quality. “For older people and vulnerable groups, doorstep assistance not only helps them complete APs but also demonstrates the responsibility of local authorities alongside their commitment to serving residents”, he said.
The initiatives implemented across communes and wards demonstrate that administrative reform extends beyond simplifying APs. It is also reflected in the proactive approach of bringing public services closer to residents.
