Dak Lak pushes for breakthrough growth in the second half of 2026

Within the framework of the Second Session of the 11th Dak Lak Provincial People's Council, comrade Do Huu Huy, Alternate Member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee and PPC Chairman, provided further clarification on a number of issues raised by delegates along with voters during the question-and-answer session.

Reviewing the first half of 2026, the  PPC Chairman described the period as a pivotal transitional phase following the merger of the former Dak Lak together with Phu Yen provinces. The province faced numerous challenges arising from global trade fluctuations, alongside an expanding workload as it simultaneously implemented the Party Central Committee's policies on organisational restructuring, the operation of two-tier local government system, decentralisation and delegation of authority, together with digital transformation (DX).

The provincial GRDP expanded at an estimated 7.84%, higher than the same period last year. A total of 1,991 new enterprises were established, up 34.5%, while 442 enterprises resumed operations, an increase of 29.6%. The province also successfully organised the Provincial Planning Announcement and Investment Promotion Conference on June 27.

In addition, Buon Ma Thuot city was ranked fourth among the Top 15 most attractive culinary destinations in the world for 2026 by National Geographic magazine, offering a valuable opportunity to advance the provincial Action Programme aimed at developing Dak Lak into the "Coffee Capital of Vietnam".

Resolutely removing major bottlenecks

The PPC Chairman also candidly acknowledged several shortcomings. GRDP growth reached 7.84%, it remained below the full-year target scenario of 10.02%. Public investment disbursement stood at only 26.02%, while budget revenue collection and site clearance continued to lag behind schedule. Coordination alongside policy advisory work at several agencies also lacked timeliness.

In order to maximise the achievement of this year's targets, comrade Do Huu Huy outlined a series of priority solutions.

Achieving annual growth of at least 10%, the province must achieve growth of approximately 11.5% - 12.2% during the second half of the year. Priority will be given to accelerating strategic projects with total investment capital of 104,621 billion VND.

Total investment during the first half reached only 23,355 billion VND, equivalent to 29.1% of the annual plan. The province will expedite key projects with total investment exceeding 104,600 billion VND to offset the shortfall, while reviewing and harmonising GRDP statistics between the province coupled with central authorities.

Regarding public investment disbursement and compensation for site clearance, the province will introduce a monthly as well as quarterly KPI-based assessment system for disbursement performance from July 2026 to unlock investment capital flows.

For long-delayed projects, settlement procedures have been completed for 90 projects, clear implementation roadmaps established for 273, while another 33 remain under review.

The province has established two dedicated task forces, each headed by a PPC Vice Chairman. The "green lane" mechanism will be applied to key driving projects, while the province remains committed to resolving all delayed projects within its authority by the Q3 of 2026. The guiding principle is to shift decisively from an "investment management" mindset to one of "accompanying investors", while firmly revoke projects delayed due to subjective causes.

Making public satisfaction the benchmark

Comrade Do Huu Huy also announced that the province officially began applying a unified KPI assessment system across all agencies, units, officials, civil servants and public employees from July 1, 2026.

The PPC will continue advancing substantive administrative reform by reviewing and streamlining administrative procedures, shortening processing times, expanding the application of IT, DX combined with AI in governance and administration, while improving the quality of online public services.

Comrade Do Huu Huy affirmed that the provincial first-half achievements provide a solid foundation for the months ahead. Nevertheless, significant challenges remain, requiring the entire political system to demonstrate stronger determination, more decisive action and more effective implementation.
