New grassroots model operating effectively following administrative reorganisation

From July 1, villages, hamlets and residential groups across Dak Lak officially began operating under a novel organisational model following administrative reorganisation. Beyond streamlining the grassroots organisational structure, the restructuring is expected to enhance governance effectiveness, unlock community resources, alongside build a government that is closer and more responsive to citizens.

Buon Ma Thuot is among the localities with the largest number of villages together with residential groups subject to reorganisation province-wide. The number of units has been reduced from 89 to 55, while the grassroots political system has been reinforced through the establishment of 38 new Party cells, replacing 69 former ones.

Comrade Nguyen Sinh Cung, Secretary of the Party Cell and Head of Residential Group 4, Thanh Cong ward, said that although the restructuring initially encountered several challenges, it received strong consensus from the former Party cells alongside broad support from Party members, laying the foundation for organisational stability coupled with more effective operations.

The novel organisational model has also been rolled out swiftly across rural areas. In Van Hoa commune, 11 villages were consolidated into seven. From the first day of implementation, Party cells assigned committee members to oversee local areas, took over records as well as assets, and immediately assumed their assigned responsibilities in accordance with regulations.

Improving governance effectiveness from the grassroots

According to the Department of Home Affairs, the reorganisation of villages, hamlets combined with residential groups province-wide was carried out transparently, democratically and in full compliance with regulations, while meeting the implementation schedule set by the central authorities. By June 30, 2026, all communes along with wards had completed public consultations, finalised restructuring proposals, secured approval from the competent authorities, announced the approved decisions, and officially brought the novel organisational model into operation.

According to Director of the Department of Home Affairs, comrade Truong Ngoc Tuan, local authorities intensified public communication throughout the implementation to build consensus among officials, Party members coupled with residents, fully implemented policies and entitlements for affected individuals, alongside effectively utilised facilities following the restructuring. The process was conducted transparently, democratically and in accordance with established procedures, earning broad public support.

Comrade Dao My, PPC Vice Chairman, said the reorganisation of villages, hamlets along with residential groups was implemented in line with the two-tier local government model, while taking into account historical, cultural, geographical, national defence and security considerations. The process is closely aligned with the objectives of enhancing governance effectiveness, accelerating digital transformation, improving public service quality, while ensuring full implementation of policies and entitlements for affected individuals.

The PPC Vice Chairman directed all newly reorganised villages, hamlets together with residential groups to promptly stabilise their operations and finalise their organisational structures; review unresolved matters to ensure uninterrupted governance coupled with administration. Simultaneously, they were required to maintain a firm grasp of local conditions, promote the exemplary role of grassroots officials, respond promptly to public concerns, while addressing emerging local issues promptly. Relevant agencies and units are tasked with continuing to strengthen guidance as well as support for grassroots authorities, promptly resolving operational difficulties arising from the novel organisational model. These efforts are expected to enhance the effectiveness and efficiency of grassroots governance while fostering a government that remains close to public needs, responsive to the people, alongside increasingly capable of serving the people throughout the new phase of development.
