Turning planning into a development catalyst
Delivering the keynote address, comrade Phan Van Giang, Politburo Member, Deputy Prime Minister and Minister of National Defence, emphasised that the adjusted Dak Lak Provincial Planning embodies the provincial strategic vision as well as determination to embrace innovation in the new development stage.
According to the Deputy Prime Minister, implementation of the planning must align closely with the goal of double-digit economic growth during the 2026 - 2030 period. The province should prioritie strategic and flagship projects capable of generating extensive connectivity along with spillover effects, rather than avoiding fragmented and scattered investment.
Benefiting from an expanded development landscape alongside more diversified resources following the merger, Dak Lak now faces the important task of translating these advantages into tangible benefits for both residents and enterprises.
The province should capitalise on its strengths in high-tech agriculture, advanced manufacturing, renewable energy, logistics, marine economy, tourism combined with digital economy.
The Deputy Prime Minister urged Dak Lak to accelerate implementation of the provincial planning, prioritise resources for key projects, develop modern and synchronised strategic infrastructure, enhance human resource quality, significantly improve the investment environment, advance administrative reform while removing development bottlenecks. Economic development must also be closely aligned with national defence and security, cultural preservation, environmental protection alongside sustainable development.
Building an action-oriented government
Responding to the directions of Government leaders, comrade Luong Nguyen Minh Triet, Member of the Party Central Committee, Secretary of the Provincial Party Committee and Head of the Provincial National Assembly Deputies' Delegation, affirmed that the adjusted Provincial Planning provides a solid foundation for Dak Lak to realise its double-digit growth target as well as emerge as a regional growth pole in the years ahead.

Investment policy approvals, investment survey approvals and cooperation agreements granted to 103 investors covering 147 projects, with combined registered capital exceeding 1 quadrillion VND, reflected the business community's growing confidence in Dak Lak’s investment environment.
The province will promptly complete the remaining planning schemes, fast-track project implementation, advance administrative reform coupled with digital transformation, foster a transparent and open investment environment, while accompanying investors throughout the project execution. The province also looks forward to continued support from the central authorities through appropriate mechanisms, policies and resources to fully unlock its advantages alongside realise its long-term development aspiration.
According to comrade Do Huu Huy, Alternate Member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee and PPC Chairman, rapid coupled with sustainable growth can only be achieved through close collaboration between the political system, enterprises and investors. The province will remain committed to accompanying businesses throughout project implementation, proactively preparing ready-to-use land reserves, accelerating site clearance, while promptly resolving obstacles and bottlenecks.
Guidance from Government leaders, together with strong commitment demonstrated by the provincial leadership, conveyed a clear message: planning must move beyond vision and be translated swiftly into concrete programmes, projects along with actions. This will provide the foundation for Dak Lak to maximise its potential, reinforce competitiveness, mobilise substantial investment resources and steadily establish itself as a leading growth pole for the South Central Coast and Central Highlands.
