The Provincial Party Committee Standing Board recently held a working session with the Department of Finance to review task implementation during the first nine months of 2026 as well as set out directions and tasks for the fourth quarter.

The Department of Finance’s Party Organisation has 134 Party members across five affiliated Party cells. Amid a reduced workforce and heavier workloads following the operation of the two-tier local administration model, the Party Organisation has focused on directing officials along with Party members to proactively coordinate with departments, sectors and local authorities in carrying out assigned tasks.

In the third quarter of 2026, the provincial GRDP was estimated to grow 9.73%, bringing nine-month growth to 8.51%. As of September 22, State budget revenue had exceeded 12.33 trillion VND, nearly 70% of the estimate assigned by the Provincial People’s Council. The province had resolved bottlenecks affecting 258 of 396 long-stalled projects, or 65.2%, unlocked more than 18.3 trillion VND in non-budget investment capital and addressed 96.4% of surplus public land alongside property facilities. However, nine-month growth remained 0.65 % below the scenario target; land-use fee collection reached only 46% of the estimate, while public investment disbursement exceeded 40% of the plan assigned by the Prime Minister.

At the working session, delegates focused on analysing growth “bottlenecks” and proposed measures to remove obstacles facing revenue-generating projects, reallocate capital from slow-disbursing projects to those with implementation capacity, step up tax debt collection, accelerate land auctions, make effective use of surplus public assets, as well as improve the quality of policy advice and forecasting in support of provincial administration.

In concluding remarks, Provincial Party Secretary, comrade Luong Nguyen Minh Triet asked the Department of Finance to further improve the quality of policy advice, focus on the 2026 growth target while laying a foundation for the 2026-2030 period, and develop specific growth scenarios that quantify contributions from each sector, field, project combined with resource, with progress closely monitored on a monthly basis. He also called for more effective mobilisation of investment resources, improved forecasting and statistical quality, alongside coordinated the provincial planning implementation. Simultaneously, the department must closely monitor revenue sources, broaden the revenue base, prevent revenue losses, and formulate a realistic, feasible 2027 budget estimate.
