Proactively advancing comprehensive and effective international integration

Resolution No. 59-NQ/TW, issued by the Politburo on January 24, 2025, represents a breakthrough strategy on international integration and serves as a key pillar for national development in the new period, closely combining internal strengths with external resources.

Resolution No. 59-NQ/TW introduces breakthrough orientations, emphasising requirements for “proactive, comprehensive, effective as well as substantive international integration”. This approach not only aims to expand trade but also strengthens endogenous capacity and paving the way for an independent alongside self-reliant economy.

Building momentum for effective integration

To bring Resolution No. 59 into practical implementation, The Dak Lak PPC issued Plan No. 0137/KH-UBND dated November 28, 2025, on implementing Government Resolution No. 153/NQ-CP alongside Programme No. 02-CTr/TU dated September 19, 2025, promulgated by Provincial Party Standing Committee for implementation of Resolution No. 59.

With a spirit of “turning words into action”, Dak Lak during the first quarter of 2026 continued strengthening cooperative ties with localities in Laos and Cambodia through delegation exchanges activities, while maintaining close relations with diplomatic agencies. The PPC is currently promoting new cooperation agreements with Champasak Province in Laos together with Mondulkiri Province in Cambodia, while also discussing establishment of official relations with Savannakhet Province of Laos.

Activities related to external economic promotion, business connectivity, investment attraction, mobilisation, alongside receipt of foreign aid, have continued to be intensified. International integration in culture and tourism has also been strengthened, contributing to preservation of national cultural identity, promotion of local image, combined with socio-eco development. International integration in agriculture and environment has been actively advanced through reception along with working sessions with foreign organisations together with international experts, including CARE from the United States, SNV from the Netherlands, GRET from France, KOICA and PMC from South Korea, as well as University of Tsukuba of Japan, etc.

According to the PPC, proactive together with decisive leadership, combined with close coordination among sectors and authorities, has enabled Dak Lak’s international integration efforts to achieve encouraging outcomes in recent years. Relations with overseas localities have been further consolidated, integration across multiple fields has continued expanding with positive outcomes, while national defence as well as border security remain firmly maintained.
