Prioritizing resources for building a synchronized digital infrastructure (DI) system is identified not only as a strategic imperative but also as the “lifeline” that unlocks resources for socio-eco potential at the grassroots level.
In Cu Pam hamlet (Dang Kang commune), members of the community digital technology (DT) team regularly visit each household to guide residents use smartphones. Ms. H’Phin Nie, a member of the Cu Pam hamlet community DT team, shared: “Thanks to stable phone and internet signals, we can assist residents in activating level 2 VNeID digital identities, guide them in taking photos, posting articles, while promoting products through online platforms”.
Once considered a locality facing significant challenges in digital transformation (DX), Dang Kang commune today is taking on a new look because of technological popularity. Achieving that change must also include the role of telecommunications businesses.

As a pioneering enterprise in the telecommunications together with IT sector, Viettel Dak Lak has partnered with the province to strengthen DI, ensure cybersecurity, and promote DX. The company has deployed a comprehensive network infrastructure, ensuring quality as well as coverage to 99% of the population. By the end of the Q1 2026, Viettel Dak Lak had installed 650 BTS stations, achieving 90% 5G coverage in communal centers, wards and 70% in rural areas, enabling widespread to access high-speed mobile networks.
Digital infrastructure as the cornerstone
With the goal of building a modern, secure, alongside highly connected DI, Dak Lak province is concentrating on upgrading and developing DI, while encouraging people to actively participate in the digital ecosystem.
According to comrade Bui Thanh Toan, Standing Committee Member of the Provincial Party Committee alongside Director of the Department of Science and Technology, upgrading and improving DI from the provincial to the grassroots level represents the “backbone” of the entire DX process. It is encouraging that not only provincial-level projects, but also local authorities are now very proactive in balancing budget resources to modernize equipment at the grassroots level. Recently, the province launched the Provincial Data Center – considered the “digital heart” of Dak Lak. This is the core foundation for enhancing transparency, optimizing the management capacity of the administrative apparatus, while serving the people most effectively.

So far, telecommunications infrastructure has made remarkable progress, with 100% of villages and hamlets having mobile broadband connections along with approximately 99.9% of the population covered by 4G. Mobile broadband access speeds have reached 390 Mbps, creating a solid foundation for people to access digital services. Dak Lak province strives to achieve 70% 5G coverage by the end of 2026.
However, constructing combined with completing national and specialized databases, alongside deploying shared digital platforms has yet to meet expectations; DI, equipment, as well as connectivity in some localities remain limited, constraining synchronised and effective implementation of DX. Dak Lak province is focusing on promoting the popularization of DI coupled with utilities, ensuring that people directly benefit from the DX achievements. Simultaneously, it is accelerating the construction, connection, data sharing, and development of synchronous DI, ensuring data safety together with security; improving the effectiveness of DX implementation, serving as a springboard to successfully achieve socio-eco development goals.
