Technology as part of everyday life

Dak Lak has identified digital transformation (DX) and innovation as strategic priorities alongside key drivers of effective public governance, an improved investment and business environment, as well as breakthroughs in local socio-eco development.

In 2026, Dak Lak is prioritising resources for science and technology (S&T), innovation and DX, ensuring that at least 3% of total local budget expenditure is allocated to these areas in line with the central direction. The province is also implementing a 100-day action plan to tackle bottlenecks in DX.

Dak Lak has completed its Data Architecture Framework, Data Governance Framework and Shared Data Dictionary, laying the foundation for consistent data connectivity while sharing province-wide. Fibre-optic coverage has reached 100% of villages and hamlets, 4G signals cover 100% of residential areas, along with 5G coverage has reached 97%.

The province is determined to address bottlenecks, prioritise investment in digital infrastructure and digital data, alongside promote technology adoption in governance, production and business. DX must generate tangible value, improve people’s quality of life together with drive rapid, sustainable socio-eco development.

Numerous key technological solutions have delivered tangible outcomes. The province is developing a digital platform for managing the Buon Ma Thuot coffee value chain, as well as digital maps featuring agricultural products, OCOP products and tourism in villages coupled with hamlets. These initiatives help promote local products, connect producers with markets and expand sales through digital channels.

In public administration and under Project 06, all 340 medical examination together with treatment facilities have implemented health insurance verification using citizen identity cards and VNeID. Nearly 770,000 electronic health records have been integrated, while the proportion of social welfare payments made through cashless methods has risen to over 74%.

Comrade Bui Thanh Toan, Member of the Provincial Party Standing Committee and Director of the Department of S&T, said that the province would continue placing people and enterprises at the centre of its efforts, step up investment in digital infrastructure, develop data resources as well as expand technology adoption across all aspects of social life.

Bringing technology to the people

To ensure that technology genuinely becomes part of everyday life, the “Digital Literacy for All” movement has been rolled out extensively under the approach “go down every alley, knock on every door”.

A notable highlight is the 44-day campaign entitled “Dak Lak Youth Pioneering Digital Transformation”, implemented across all 102 communes and wards. The province has also established 606 community digital skills guidance points alongside piloted four models in 12 localities: “Outstanding Digital Citizen”, “Outstanding Digital Village, Hamlet and Residential Areas”, “Digital Rural Areas - Generating Wealth through Technology” along with “Digital Village and Hamlet in Ethnic Minority Areas”. These pilots will provide a basis for wider implementation from 2027.

Alongside DX, the innovation and start-up ecosystem has recorded positive results. The province currently has three start-up support organisations, 34 S&T organisations, 15 S&T enterprises together with five technology incubators, with activities focused on cultivation and post-harvest processing. The provincial Centre for Creative Start-ups has supported 15 promising projects as well as provided training in innovation and DX for 500 participants from enterprises coupled with the wider community.

Support for the registration and protection of trademarks, industrial designs alongside patents for local speciality products has been strengthened. The relevant authorities have also continued to organise the innovation start-up competition under the theme “From Ideas to Value” and held four events to connect technology supply as well as demand. Cooperation has also been expanded to include 14 research institutes, universities and enterprises to bring technological solutions to bear on practical local challenges.
