The conference focused on implementing Plan No. 435/KH-UBND dated October 19, 2026, issued by the PPC. Under the plan, the province will mobilize resources, make up for the growth shortfall recorded in the first nine months, accelerate investment, construction and disbursement, as well as bring new production capacity into operation. It will also step up industrial production, trade, services, exports and tourism, maintain agricultural, forestry combined with fishery output, and increase state budget revenue. The province aims to achieve annual gross regional domestic product (GRDP) growth of at least 10.02% in 2026, laying the groundwork for double-digit growth during 2026 - 2030.
Key management targets for the final three months of 2026 include GRDP growth of 13.63%, total investment of 34.586 trillion VND, state budget revenue of 7.254 trillion VND, tourism revenue of 3.39 trillion VND and export turnover of 765 million US$.
PPC Chairman, comrade Do Huu Huy stressed that the provincial targets for the final quarter were clear: GRDP growth must reach 13.63% to achieve the full-year target of 10.02%. KPI assessments are tied to the political tasks assigned to agencies, units and their heads. Departments, agencies together with local authorities must therefore update their management scenarios weekly and monthly alongside concentrate their efforts on fulfilling fourth-quarter tasks.
The PPC Chairman required every target to be quantified in terms of workload, capital, disbursement rates, revenue sources and actual production capacity. Implementation must follow the principles of clearly defined responsibilities, tasks, deliverables alongside deadlines, with a single person accountable for each target. Both rewards and disciplinary measures will be applied.
For PPC Vice Chairpersons, KPIs will be linked to four indicators: sectoral growth, the sector’s capacity to mobilize capital, disbursement and revenue. The province will also assign leaders to oversee individual communes coupled with wards to provide direct guidance and urge progress.
