Comrade Ho Thi Nguyen Thao, Member of the Standing Committee of the Provincial Party Committee and Permanent Vice Chairwoman of the PPC, recently chaired a meeting to review implementation of the 100-day Action Plan on removing bottlenecks and improving the effectiveness of digital transformation (DX) province-wide.

Overview of the meeting.

According to a report by the Department of Science and Technology (S&T), after 32 days of implementation, 53 key tasks under 10 identified groups of bottlenecks have been assigned clear lead agencies, coordinating units, deliverables and completion deadlines.

To date, the province has completed its data architecture framework alongside the data governance and management framework, while continuing to build, clean, standardise and connect key as well as sector-specific databases. The province has reviewed 904 administrative procedures in priority areas and approved plans to reduce and simplify 224 procedures, while gradually expanding the use and reuse of digitised information and data.

The Steering Committee’s report identified four bottlenecks requiring focused action: electricity shortages at some public offices and facilities; support policies for personnel specialising in DX and cybersecurity, as well as the Digital Economy Development Scheme; restructuring procedures and reusing data in administrative procedure processing; and the allocation of investment capital for projects in S&T, innovation and DX. More than 206 billion VND in development investment capital remains unallocated to projects in these areas.

At the meeting, PPC Permanent Vice Chairwoman, comrade Ho Thi Nguyen Thao requested that the Steering Committee’s standing body continue updating and classifying tasks according to their completion status and risk of delay on the monitoring dashboard, and submit weekly progress reports to the PPC.

The Department of S&T and the Department of Finance, in coordination with the Provincial Police, were asked to urgently finalise the list of projects for submission for capital allocation. The Department of Finance is to appraise funding requirements and advise on the allocation of capital for equipment procurement and public investment, while reviewing support funding for IT personnel.

The PPC Permanent Vice Chairwoman also requested that the Rapid Response Team coordinate with relevant agencies to establish two or three inter-agency working groups involving S&T and finance to directly assist departments and sectors in removing obstacles during project implementation. Departments, agencies and the PPC Office are to urgently develop detailed plans for implementing the 100-day Plan and promptly address overdue tasks.
