Tightening discipline, streamlining procedures to drive economic growth

Dak Lak province is implementing a range of decisive, coordinated measures to unlock resources and generate momentum for double-digit economic growth. Notably, tightening administrative discipline, improving service quality together with supporting enterprises are regarded as key priorities.

Enhancing implementation effectiveness

According to the Department of Home Affairs, administrative reform in the province has recently delivered positive outcomes. The review and simplification of administrative procedures, along with accelerated IT application and provision of online public services, have been carried out in a coordinated manner.

In Q1 of 2026, the province received more than 302,000 administrative procedure dossiers alongside resolved over 267,000, with 97.7% completed on and ahead of schedule. Online submissions accounted for 72.8%, reflecting growing depth of digital transformation. However, delays persist in some cases due to poor coordination between agencies, while a number of officials have yet to take a more proactive approach to their work in certain localities.

In light of this, alternate member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee and PPC Chairman Do Huu Huy has called for stricter enforcement of administrative discipline across the province, with work effectiveness as the core benchmark. The province has targeted a reduction of at least 50% of current administrative processing times in Q2 of 2026.

At the local level, the pilot rollout of KPI-based evaluations for officials from April 2026 has received broad grassroots support. Comrade Dang Hong Linh, Secretary of Hoa Xuan commune Party Committee, said the approach enables clearer measure performance, ensures fairness and transparency in evaluation, thereby strengthening accountability as well as public service spirit.

Facilitating smoother procedures for enterprises

Alongside tightening administrative discipline, provincial departments, sectors together with localities are focusing on improving investment and business environment in a more open as well as transparent direction, while reducing costs for enterprises.

At Phu Yen Economic Zone Management Board, administrative reform linked with digital transformation is delivering clear outcomes. The unit has reduced administrative processing time by at least 30% along with publicly disclosed all 43 procedures on national database and provincial online public service portal. Comrade Huynh Lu Tan, member of the Provincial Party Standing Committee and Head of Phu Yen Economic Zone Management Board, stated that 100% of enterprise-related procedures are now provided online, ensuring receipt, processing and results delivery in an electronic environment. Since the start of 2026, all dossiers have been handled on time, with many completed ahead of schedule, while enterprise satisfaction has continued to rise, reflected in service index scores consistently above 92.

From a local perspective, comrade Tran Duc Nhat, Chairman of Tan Lap ward People’s Committee, emphasised that further improving investment as well as business environment requires continued decentralisation and authority delegation combined with effective oversight, as well as stronger dialogue and support to help enterprises promptly address difficulties at the grassroots level. Simultaneously, local authorities should proactively propose solutions within their competence, including coordination mechanisms alongside transparent, timely processing procedures, thereby facilitating more favourable conditions for investors as well as enterprises.

When the administrative apparatus operates effectively as well as transparently, and enterprises receive maximum support, resources will be unlocked, opening up opportunities for breakthrough growth. This forms a crucial foundation for the province to achieve double-digit growth and pursue rapid, sustainable development in the coming period.
