Creating a strategic coastal growth pole

With its strategic location and an increasingly synchronised infrastructure system, coastal communes and wards in the province are well positioned for breakthrough growth.

Broad space for development

The provincial coastal communes and wards are converging multiple conditions to emerge as a dynamic growth space, playing a pivotal role in the provincial long-term development strategy. The system of seaports, industrial parks (IPs) alongside coastal economic zones (EZs) is gradually taking shape, opening up multi-sector development opportunities.

Notably, infrastructure, including coastal transport routes, coastal road projects, together with major developments such as IPs, seaports, resort tourism areas as well as the North - South expressway, is creating an intergrated network, forming the backbone of economic growth.

Q1 outcomes clearly demonstrate potential and right development tracjectory. Total production value in coastal areas is estimated at around 1.5 trillion VND, up roughly 8% year on year; trade as well as service activities recorded positive momentum; tourism is gradually recovering with about 150 - 200 thousand visitors and revenue exceeding 200 billion VND.

“Localities must fully and deeply grasp perspective of sustainable marine economic development, linked with urban development, services, tourism alongside industry. Each locality should strive to attract at least one investment project annually, creating a continuous investment flow, prioritising large-scale and high-tech projects”.

According to comrade Nguyen Cong Thanh, Chairman of Tuy Hoa ward People’s Committee, the large land fund combined with increasingly synchronised infrastructure are fundamental factors enabling Tuy Hoa to strengthen its attractiveness to investors. Tuy Hoa still has numerous opportunities to expand urban development space. The local workforce is relatively high in both quantity and quality, well-trained, dynamic, creative, as well as quick to absorb scientific and technological advances.

In the provincial south-eastern area, comrade Dang Hong Linh, Party Secretary of Hoa Xuan commune Party Committee, emphasised that the locality’s biggest advantage is its location within the South Phu Yen EZ, where many key national and provincial projects are concentrated. With a diversified transport system alongside major ongoing projects, Hoa Xuan has strong opportunities to achieve breakthroughs in industrial development, services and maritime economy.

Strengthening investment attraction

To realise the double-digit growth target, coastal localities are focusing on developing and implementing investment attraction scenarios in a synchronised, flexible manner with clear priorities. Localities have defined their roles together with development orientations to create differentiation and enhance regional linkages. Accordingly, Tuy Hoa ward is oriented to become the centre of the eastern area, prioritising modern urban development, high-end services alongside coastal tourism.

In the north, Song Cau area serves as a growth pole on tourism, services and marine economy associated with landscape conservation. Concurrently, the southern area, especially localities within the South Phu Yen EZ such as Hoa Xuan, Hoa Hiep and Dong Hoa, is identified as a centre for industry, seaports along with logistics, strengthening its attractiveness to domestic and foreign investors.

One of the key highlights in investment attraction plans is accelerating site clearance for projects, alongside administrative reform and digital transformation.

Comrade Tran Xuan Tuc, Party Secretary of Phu Yen ward Party Committee, said the ward is reviewing, while removing bottlenecks related to site clearance for many major projects. Simultaneously, the locality is developing subdivision plans and detailed urban planning; reviewing public land funds as well as land for trade and tourism; while promoting administrative reform linked with digital transformation.
