The Component Project 3 under Khanh Hoa - Buon Ma Thuot Expressway is entering its final stage. Dak Lak province, together with relevant departments, agencies, local authorities and stakeholders, is intensifying efforts to resolve remaining site-clearance bottlenecks as well as maintain construction progress.
Although most of the required land has been handed over to contractors, several unresolved cases remain due to issues involving compensation plans, resettlement support alongside long-term interests of affected residents. Competent agencies are coordinating reviews and considering solutions in accordance with regulations in order to build public consensus throughout the implementation process.
Regarding efforts by the investor, Mr. Dang Tho Dan, Executive Director of Component Project 3 under the Provincial Project Management Board for Transport and Agricultural - Rural Development Construction Investment Projects (Board A), said that these cases directly affect residents’ rights, housing combined with long-term livelihoods. Therefore, the investor together with relevant parties are reviewing all practical factors to develop appropriate solutions that both comply with legal requirements and secure public support. “Board A’s position is to work closely with local authorities to seek solutions, share responsibility as well as encourage residents to support the common policy”, Mr Dan said.

Determined to meet the schedule
Alongside efforts to resolve site clearance issues, during a recent inspection, PPC Vice Chairman Truong Cong Thai instructed relevant agencies and units to continue close coordination with the investor to fully address outstanding issues. He urged on them to proactively handle assigned tasks within their respective functions coupled with responsibilities, preventing avoidance of responsibility or bottlenecks in advisory and administrative processes. The province will consider the accountability of heads of departments, agencies along with local authorities if delays, lack of determination or other shortcomings affect project progress.
Regarding construction, the PPC Vice Chairman directed Board A to review implementation schedule and instruct contractors as well as supervision consultants to mobilise maximum manpower, machinery alongside equipment to accelerate the remaining works on sections already handed over.
The Ministry of Construction has also issued a document requesting Board A to direct contractors to take advantage of favourable weather conditions and accelerate the remaining works under Component Project 3. The Ministry further urged the investor to coordinate with relevant agencies to complete necessary procedures as a basis for project acceptance, commissioning combined with operation in accordance with regulations.
According to Mr. Dang Tho Dan, the investor has fully prepared construction plans and will immediately deploy once the remaining land is handed over. Contractors will mobilise all available resources to simultaneously implement outstanding work items, recover delayed volumes as well as maintain the overall construction schedule.
