Fostering a business-friendly environment for enterprises and investors

Placing businesses at the heart of its development agenda, Dak Lak has moved beyond strengthening its regulatory framework to accelerate administrative reform (AR) and tackle longstanding constraints in land access, financing and human resources, creating more favourable conditions for enterprises and investors.

Accelerating administrative reform

Recognising administrative procedure reform (APR) as a breakthrough priority, Dak Lak PPC has rolled out a comprehensive package of measures aimed at cutting compliance time and costs for businesses by 50%. In 2026, all APs are processed entirely through digital platforms, regardless of administrative boundaries. A modern one-stop-shop model has delivered a 100% on-time processing rate, while business satisfaction has climbed to 93.54%.

Simultaneously, Dak Lak has taken decisive steps to streamline procedures, eliminating 116 APs, equivalent to 44.27% of the total. The province has accelerated integration of population data via the VNeID platform, replacing paper-based documentation and manual verification. Working closely with relevant agencies, the Department of Finance has shortened business registration timelines, expanded electronic delivery of outcomes and maintained online feedback channels, ensuring investor concerns are addressed promptly.

Beyond procedural reform, provincial authorities have focused on institutional improvements designed to unlock resources and foster innovation. The Department of Justice has led reviews and proposed removal of overlapping or outdated regulations, while advising on safeguards for public officials performing duties in compliance with legal requirements, helping create greater confidence when supporting businesses.

Intellectual property protection has likewise emerged as a strategic priority. Comrade Bui Thanh Toan, Member of the Standing Board of Dak Lak Provincial Party Committee and Director of the S&T Department, affirmed that the province is committed to helping enterprises access AI applications, strengthen intellectual property protection and improve product traceability, thereby enhancing international competitiveness. Priority measures include strengthening collaboration among government agencies, research institutions and financial organisations, creating a comprehensive innovation ecosystem capable of supporting sustainable business expansion and long-term competitiveness.

Unlocking development potential

Land remains a vital resource for investment projects. Recognising its importance, Dak Lak has proactively strengthened its legal framework while accelerating land-data digitalisation. Notably, through the “90-Day Campaign to Enrich and Cleanse the National Land Database”, Dak Lak has assigned identification codes for 3.4 million land parcels, digitised more than 445,000 parcels and integrated related information into the Vietnam Land Information System (VNLIS).

Constraints surrounding compensation and site clearance are being tackled with greater determination, helping expedite delivery of several key projects. The Department of Agriculture and Environment has intensified efforts to develop land-price adjustment coefficients, refine site-clearance guidelines and promptly address emerging issues, ensuring project implementation remains on schedule.

Beyond unlocking land resources, Dak Lak is actively advancing S&T and high-quality workforce development. The province supports enterprises in adopting innovation, embracing digital transformation (DX) and securing intellectual property rights, while ensuring efficient Intelligent Operations Centre (IOC) operation, making online public services more accessible for businesses.

Concurrently, stronger partnerships are being fostered between educational institutions and enterprises through DX cooperation programmes with Viettel, VNPT, alongside internationally aligned education models. Regular employment exchanges are also helping improve labour-market connectivity, effectively matching workforce supply with recruitment demand and supporting business expansion.

Through these practical, sustained efforts, Dak Lak is reinforcing its image as a modern, enabling and service-oriented administration. Guided by a comprehensive development roadmap, the province continues strengthening its position as an attractive, secure and high-potential destination for domestic as well as international investors entering a new chapter of growth.
