Investment attraction makes a strong momentum

Dak Lak has emerged as a strong mark on the investment landscape of the Central Highlands, positioning itself as a promising investment destination for major domestic as well as international investors.

From major investors

One of the clearest examples of the provincial investment appeal is the presence of Xuan Thien Group. With support and close cooperation from provincial authorities, the group has become one of the largest provincial investors along with a significant contributor to local budget revenue.

The group’s most notable project is the 831MWp solar power complex in Ia Lop commune, backed by total investment of nearly 16 trillion VND. In addition, Xuan Thien is developing a high-tech agricultural zone in Cu M’gar commune, covering 107ha with investment exceeding 200 billion VND, aimed at establishing a sustainable raw material area.

The group is also proposing several large-scale projects in Dak Lak, including the 1,000MW Ia R’ve Solar Power Complex, high-quality livestock farming complexes, along with a chain of circular high-tech agricultural projects in communes of Buon Don, Ea Sup combined with Ea Kar. According to Mr. Nguyen Huy Hoang, General Director of Xuan Thien Group JSC, the enterprise consistently regards Dak Lak as a priority destination for major and sustainable investment projects.

Beyond energy alongside agriculture, Dak Lak has also attracted high-tech manufacturers. A notable instance is Concept Eyewear Manufacture Vietnam Co., Ltd., operating in Hoa Hiep Industrial Park.

According to Mr. Leon Xu, Production Director of Concept Eyewear Manufacture Vietnam, the company’s products meet stringent international standards thanks to the application of advanced technologies. Currently, 70 - 80% of output is exported to the United States while the remainder is shipped to European and Asian markets.

The achievements of these enterprises reflects Dak Lak’s favourable investment environment coupled with its commitment to modern industrial development in recent years.

Driven by strong political commitment

The provincial success in attracting investment stems not only from its inherent potential and advantages, but also from a renewed governance approach, coupled with strong commitment of the entire political system. Dak Lak has focused on fostering a transparent, investor-friendly business environment, with enterprises as well as investors at the centre of public service delivery.

To generate fresh momentum for development, the province is implementing major central government policies in a coordinated manner. The province also aims to ensure that all SMEs together with business households have access to legal information, with at least 80% doing so through digital platforms and at least 80% participating in online legal learning alongside information programmes.

Member of the Party Central Committee and Secretary of the Provincial Party Committee, comrade Luong Nguyen Minh Triet said that the province is pursuing comprehensive reforms of the investment environment, prioritising synchronised infrastructure development, creating ready-to-use land funds, as well as developing large-scale commercial and service projects to enhance its investor appeal. Simultaneously, the province is promoting investment through the public-private partnership (PPP) model while using public investment effectively as “seed capital” to mobilise social resources for key projects and infrastructure works.

One of the most important initiatives is the provincial commitment to closely partnering with enterprises. Provincial leaders regularly organise dialogues with enterprises, conduct on-site inspections of project implementation, alongside direct the resolution of difficulties and obstacles at grassroots level. Close coordination among departments, sectors together with local authorities has helped shorten administrative processing times while fostering a more stable, transparent and business-friendly investment environment.

Through innovative thinking, decisive action along with strong political commitment, Dak Lak is steadily turning its ambition of becoming an attractive investment destination into reality, creating new growth drivers and reinforcing its position as a key development pole in the South Central Coast coupled with Central Highlands.
