Opening a new development landscape, shaping Dak Lak's future

The Dak Lak Provincial Planning Announcement and Investment Promotion Conference, held on June 27 under the theme "Dak Lak - Potential and Aspiration for Development", marked a novel milestone in the provincial development strategy, signalling a shift towards a more integrated, forward-looking vision for the next phase of growth.

More than 1,200 delegates attended the conference, including Party along with State leaders, representatives from central ministries and agencies, international organisations, leading experts, scientists, alongside a large contingent of domestic and foreign businesses coupled with investors.

Addressing opening conference, Comrade Do Huu Huy, PPC Chairman, described the conference as a significant milestone opening a new development landscape for Dak Lak while reaffirming the provincial determination to become a premier destination for investment.

Under the Decision approving the adjusted Dak Lak Provincial Planning for the 2021-2030 period, with a vision towards 2050, the province is positioned to emerge as one of Vietnam's most dynamic localities, serving as a regional hub for the green economy and high-value services across the South Central Coast together with Central Highlands.

A defining feature of the adjusted planning is a novel spatial development framework structured around three economic regions, three development corridors, two growth centres and three growth poles. This model is designed to strengthen connectivity between the Central Highlands alongside coastal areas, foster stronger integration among agriculture, industry, services and logistics, while generating fresh momentum for sustainable growth.

By 2030, Dak Lak targets an average annual GRDP growth rate of at least 11%, GRDP/capita of approximately 164 million VND, together with total social investment exceeding 676 trillion VND. Looking ahead to 2050, the province envisions becoming a strategic development nucleus combined with regional connectivity hub for the South Central Coast and Central Highlands, evolving into a modern, smart, distinctive as well as highly liveable province.

From strategic planning to investment inflows

A key highlight of the conference was the presentation of investment policy approval decisions and Investment Registration Certificates (IRCs) for 25 projects with combined registered capital of 40.294 trillion VND. These projects cover strategic sectors, ranging from renewable energy, industrial park infrastructure, urban development, social housing, transport and water supply to manufacturing, processing industries as well as high-tech agriculture.

Provincial authorities also awarded memoranda of understanding (MoUs), cooperation agreements, alongside investment survey approvals for 78 projects with total registered capital exceeding 1.02 quadrillion VND. The proposed investments are concentrated in three strategic pillars: energy; transport infrastructure, industrial parks, industrial clusters and urban development; together with industry, agriculture, trade, services and tourism.

On this occasion, Dak Lak PPC signed a cooperation agreement with the Vietnam Young Entrepreneurs Association to strengthen investment promotion, expand business networks, support start-ups as well as innovation, while further raising Dak Lak's profile among domestic as well as international investors.

Unlocking resources to realise development aspirations

In his keynote address, General Phan Van Giang, Politburo member, Deputy Prime Minister and Minister of National Defence, stressed that, to realise its development goals, Dak Lak must continue removing bottlenecks in infrastructure, human resources, as well as competitiveness, while translating comparative advantages into concrete projects capable of generating sustainable growth momentum.

He called on the province to implement its adjusted planning in line with Conclusion No. 18 of the 13th Party Central Committee on socio-eco development for 2026-2030, prioritise resources for strategic projects with strong spillover effects, while pursuing economic growth in harmony with environmental protection, cultural preservation, alongside national defence and security.

General Giang also urged Dak Lak to further improve the investment climate by making business and public satisfaction a key benchmark for administrative reform. He emphasised shortening processing times for strategic investment projects while building a contingent of capable, proactive as well as accountable public officials ready to take responsibility in the public interest.

Responding to central government's directives, provincial leaders reaffirmed their commitment to swiftly translate the adjusted Provincial Planning into concrete programmes, projects, alongside practical action plans. According to comrade Luong Nguyen Minh Triet, Member of the Party Central Committee, Secretary of the Provincial Party Committee and Head of the provincial National Assembly Deputies' Delegation, the planning will serve as a strategic roadmap for achieving double-digit economic growth throughout 2026-2030, while ensuring successful implementation of the Resolution adopted at the First Provincial Party Congress. He instructed departments, sectors, along with local authorities to promptly complete related planning schemes, work closely with investors, accelerate project implementation, thereby creating fresh momentum for socio-eco development.
