Removing bottlenecks to accelerate energy projects

According to a report presented at the meeting, during the 2025 - 2030 period, Dak Lak has been allocated 90 power generation projects with a combined capacity of 7,780.5 MW, including wind power, solar power, biomass power, hydropower and waste-to-energy projects. As for grid system, the province is focusing on developing 500 kV combined with 220 kV substations and transmission lines, together with the Bipole HVDC direct-current transmission line project connecting the South Central region with northern Vietnam.

To date, the province has approved investment policies for 13 projects with a total capacity of 962.5 MW, together with one key power grid project. However, implementation has encountered a number of bottlenecks, with several projects falling behind schedule or exceeding approved timelines, requiring operational phase adjustments to align with updated planning framework. For power grid projects, appraisal procedures are being accelerated under the National Assembly’s special mechanism.

At the meeting, delegates discussed plans to announce project lists in disadvantaged areas, alongside priority projects for 2026, to enhance transparency and attract investment. They also reviewed land-related issues affecting projects outside disadvantaged areas along with proposed solutions facilitating the implementation of key energy projects.

Concluding the meeting, Provincial Party Secretary, comrade Luong Nguyen Minh Triet emphasised the target of bringing around 6,000 MW of power capacity into operation in 2026, while urgently reviewing and allocating the remaining projects in the most effective manner. He instructed the PPC, departments, sectors together with working groups to focus on resolving project-specific obstacles, establishing clear implementation roadmaps, assigning responsibilities and conducting regular field inspections to address issues promptly.

Projects that have received investment approval should be fast-tracked to ensure early construction and operation. Those experiencing delays or legal obstacles must undergo reviews of investor capacity, with responsibilities clarified as well as handled in accordance with regulations.

The Provincial Party Secretary also called for accelerating the release of investment project portfolios, ensuring a transparent investment selection process and timely resolving issues related to land, bidding, auctions, alongside investment procedures within provincial authority. Projects that violate regulations or remain delayed for prolonged periods must be dealt with decisively, thereby improving the investment climate and creating stronger momentum for provincial economic growth.
