The 45-day peak campaign for site clearance is creating clear momentum for several of the provincial priority infrastructure projects.

As part of the campaign, task forces have carried out on-site inspections of numerous projects province-wide. The inspections identified most site clearance bottlenecks involve verifying land origins, updating cadastral records, preparing compensation plans, arranging resettlement, alongside mobilising residents to hand over land.

At the Phu Xuan Industrial Park Infrastructure Investment and Business Project, progress remains heavily dependent on supporting infrastructure works. Procedures to recover more than 100 hectares of rubber plantations, together with site clearance affecting three households, have yet to be completed. At the Krong Pach Upper Reservoir Project, the main obstacles stem from changes in land conditions and land user information. In Ia Rve commune, 114 land plots under Contract Packages 41A combined with 41B of the Ea Sup Upper Reservoir Project still require compensation plans, while several dossiers require further verification of land origins and ownership. In the provincial eastern part, the Tran Phu Road Extension Project, Nguyen Huu Tho Road Project along with the left-bank Ba River erosion protection embankment project continue to encounter site clearance difficulties.

The entire system mobilises to accelerate progress

Following the launch of the 45-day peak campaign, local authorities established task forces, assigned leaders to take direct responsibility, while mobilising specialist personnel to conduct land surveys, verify land origins, appraise compensation plans, and engage residents through dialogue.

The clearest progress has been recorded in Cu Yang commune. Initially, six households had neither accepted compensation nor handed over 3.86 hectares of land. After a task force led directly by the Chairman of the Commune People's Committee was established to engage with residents and conduct public advocacy, all six households voluntarily accepted compensation alongside transferred the land.

In Ia Rve commune, authorities reviewed dossiers, supplemented land recovery notices, verified land origins, along with examined land transfer cases to finalise compensation plans. In Tuy Hoa ward, local authorities coordinated with the Eastern Regional Construction Investment Project Management Board to verify land ownership, determine resettlement eligibility and financial obligations, while expediting site clearance.

Project management boards have also adopted a more proactive approach by preparing documentation, coordinating with local authorities in public consultations, and committing to site handover schedules.

While leading Task Force No. 5, PPC Vice Chairman, comrade Y Nhuan Bya commended the efforts of local authorities, investors, together with relevant agencies in addressing major bottlenecks. He instructed all units to translate their efforts into measurable outcomes backed by specific deadlines for monitoring and evaluation. Investors coupled with contractors were also directed to accelerate construction in sections where sites have already been handed over. Simultaneously, communication and public dialogue should be carried out regularly as well as continuously to help residents better understand policies aimed at expediting project implementation, thereby creating a driving force for the provincial socio-eco development.
