Drawing on practical experience from implementing key projects, the Provincial Party Committee and the PPC have directed agencies together with local authorities to remain closely engaged at the grassroots level, placing leadership directly at project sites, while using task performance as the benchmark for assessing the accountability. This approach has delivered clear improvements in site clearance and public investment disbursement.

To achieve double-digit economic growth target, Dak Lak has reformed its leadership coupled with management approach to public investment disbursement. A Steering Committee for Double-Digit Economic Growth, headed by the Provincial Party Secretary, has been established. Simultaneously, a "red alert" monitoring mechanism providing real-time updates on project progress and promptly address emerging bottlenecks.

Rather than relying primarily on administrative reports, the provincial leadership requires heads of localities hosting projects to submit written commitments on site handover schedules. Projects delayed due to subjective causes will be subject to accountability reviews, capital reallocation, or contractor replacement. Conversely, projects demonstrating strong disbursement performance will be prioritised in resource allocation to accelerate implementation.

In particular, site clearance has become a political responsibility shared by the entire political system. Party committees provide direct leadership, authorities organise implementation, the Vietnam Fatherland Front combined with socio-political organisations intensify public communication and mobilisation, while cadres and Party members engage directly with residents to resolve outstanding issues through dialogue.

The PPC has established five Special Task Forces, headed by members of the Provincial Party Standing Committee, with PPC leaders serving as deputy heads. Comrade Luong Nguyen Minh Triet, Member of the Party Central Committee, Provincial Party Secretary and Head of the Provincial National Assembly Deputies’ Delegation, stressed that site clearance is the shared responsibility across the entire political system. Each task force must remain closely engaged in its assigned area, listen to the concerns as well as aspirations of local residents, resolve every difficulty thoroughly, and prevent novel bottlenecks from affecting project progress.

Bringing resolutions to construction sites

During the peak of the "60-day campaign" on site clearance for key projects, Alternate Member of the Party Central Committee, Deputy Provincial Party Secretary and PPC Chairman, comrade Do Huu Huy repeatedly visited project sites, working directly with departments, agencies, local authorities alongside investors to inspect progress and direct efforts to resolve site clearance bottlenecks. Rather than merely issuing directives, provincial leaders, departments, agencies together with local authorities remained at construction sites, closely monitoring progress and addressing emerging issues in a timely manner.

This spirit quickly spread across localities. In Buon Ma Thuot ward, two task forces, led respectively by the Secretary of the Ward Party Committee cum Chairman of the Ward People's Council, and the Chairman of the Ward People's Committee, were established to expedite site clearance. According to comrade Tran Phu Hung, Secretary of the Ward Party Committee and Chairman of the Ward People's Council, this approach maximises the strength of the entire political system through close engagement with local communities while working directly with investors and residents to promptly resolve difficulties.

In Hoa Xuan commune, a Site Clearance Operations Centre has been established within the project area, bringing together more than 60 officials from provincial departments, agencies and local authorities to work on site. Numerous long-standing issues relating to compensation and site clearance for major projects have been resolved, accelerating land handover as well as construction progress.

Concurrently, in Binh Kien ward, after 30 days of the intensive campaign, the site handover rate increased from the lowest level along the entire route to more than 76%, exceeding the committed target and increasing by more than 53 percentage points compared with the pre-campaign level.

These outcomes demonstrate that when leadership remains closely connected to local realities on the ground, agency heads assume direct responsibility and accountability is clearly assigned at every level, long-standing bottlenecks can be resolved step by step.
