With its significant renewable energy potential, Dak Lak has identified wind power as not only a source of clean electricity but also a driver of industrial growth.
The Cu Ne 1, Cu Ne 2, Krong Buk 1 and Krong Buk 2 Wind Power Plant Complex, invested in by Cu Ne Renewable Energy Investment Co., Ltd., has recently been inaugurated, marking a new step in harnessing the province’s renewable energy potential. Construction of the complex began in March 2021. It has a combined capacity of 200 MW and total investment capital of more than 7,850 billion VND.

This is the largest FDI-funded wind power project in Dak Lak to date. The complex is expected to supply about 640 million kWh of electricity to the national power system annually, generate revenue of 1,156 billion VND and contribute more than 115 billion VND to the local budget.
Mr. Bui Quoc Hung, Deputy Director General of the Electricity Department under the Ministry of Industry and Trade, said that power generation projects brought into operation at the appropriate time would help diversify the power generation mix, increase the share of clean energy and promote the energy transition in Viet Nam.
Addressing bottlenecks in planning and transmission
According to Ms. Nguyen Thi Thu An, Director of the Department of Industry and Trade, 91 energy projects are included in the provincial plans for 2025 - 2030 period, with a total capacity of 7.8 GW, while investment policies have been approved for 19 projects. The province will continue to review its clean energy potential, identify favourable areas to attract investment, and prepare information on land, technology and grid connections to accelerate project implementation.
The biggest bottleneck is the transmission grid. Dak Lak will coordinate with Vietnam Electricity and relevant agencies to review the power grid system. Transmission infrastructure needs to be developed in parallel with power generation projects, ensuring that electricity produced can be safely and efficiently transmitted to consumers.

The province has also clearly assigned responsibilities among specialised agencies. The Department of Industry and Trade will oversee surveys and implement a “green lane” for appraisal of basic design documents. The Department of Finance will conduct appraisals, prepare investment attraction lists and handle procedures for power grid projects. The goal is to reduce administrative processing time by 50 - 60% compared with statutory requirements, while ensuring full compliance with the law.
In addition, from the appraisal stage, provincial departments and agencies will coordinate with local authorities to review land-use planning and develop site clearance plans. Once an investment policy is approved, local authorities will proactively update planning and facilitate the handover of cleared sites.
To turn planned projects into a driving force for growth, Dak Lak is making concerted efforts to implement a range of solutions: clear planning, transmission grids developed alongside power generation, transparent procedures, proactive site preparation and strict environmental monitoring.
Once these bottlenecks are removed, wind potential will be transformed into a green resource, contributing to energy security and expanding the scope for sustainable socio-economic development.
