In line with Politburo Resolution No. 70-NQ/TW, dated August 20, 2025, Dak Lak is effectively capitalising on its potential and advantages to develop a modern, green combined with sustainable energy sector.

Dak Lak enjoys significant potential for hydropower potential thanks to its west-to-east descending terrain and abundant water resources. The province has effectively harnessed this advantage with 25 operational hydropower plants, providing a combined installed capacity of 1,223.67 MW.

The province also benefits from favourable natural along with climatic conditions, particularly abundant sunshine and wind, creating favourable conditions for solar alongside wind power development. To date, two wind power projects have been in operation with a combined installed capacity of 428.8 MW. In the solar energy sector, Dak Lak has 16 grid-connected solar power plants with a total installed capacity of 1,607.75 MW, together with 6,515 rooftop solar systems with a combined installed capacity of 758.634 MWp.

As a province with strong agricultural and forestry sectors, Dak Lak also possesses abundant biomass feedstock for electricity generation. To date, one 30 MW biomass power plant has been commissioned.

According to Ms. Nguyen Thi Thu An, Director of the Department of Industry and Trade, the province's current power generation capacity is sufficient to meet local electricity demand, estimated at 3.93 billion kWh in 2026, while also supplying the national grid. Commercial power projects have made significant contributions to the provincial budget, GRDP growth and job creation, while advancing renewable energy development alongside environmental protection and the efficient utilisation of natural resources.

Developing modern green energy

To implement Politburo Resolution No. 70-NQ/TW, the Provincial Party Standing Committee issued Plan No. 28-KH/TU, while the PPC adopted Action Programme No. 03/CTHĐ-UBND to translate its objectives as well as measures into practice. Under the plan, by 2030, the province aims to increase total installed power generation capacity to approximately 7,780.5 MW, with annual electricity output reaching around 21.2 billion kWh.

The provincial strategy focuses on modernising the entire energy chain, from generation through distribution, while developing an efficient smart grid, ensuring a secure and reliable electricity supply, as well as encouraging investment in integrated green energy infrastructure. Dak Lak has also mapped out participation in novel energy and renewable energy value chains while accelerating the green energy transition, expanding renewable energy development, and applying digital technologies coupled with automation across energy infrastructure management.

Investment policies have been approved for 19 power generation projects with a combined capacity of 1,217.5 MW, comprising one hydropower project, two solar power projects, 15 wind power projects, and one biomass power project. Moreover, investor selection is currently under way for another 54 projects.

Regarding the power grid, two projects have received investment policy approval or investor approval from the PPC, while eight additional projects are under consideration for investment policy approval.

According to the Department of Industry and Trade, energy development is being implemented in line with a strong transition in the energy mix, closely following the objectives coupled with orientations set out in the revised Power Development Plan VIII. Priority is being given to renewable energy sources, with no fossil fuel-fired power plants included in future planning, thereby reducing greenhouse gas emissions and contributing to the province's green growth alongside circular economy goals.
