Realising the aspiration for development

To turn potential and advantages into tangible growth drivers, Dak Lak is focusing on establishing effective mechanisms for mobilising resources, fostering an attractive investment environment, while translating strategic orientations into concrete projects that deliver tangible benefits to residents and enterprises.

According to the provincial planning, during the 2026 – 2030 period, the province needs to mobilise more than 640 trillion VND in total social investment for infrastructure, industry, logistics, energy, urban development, digital transformation (DX) combined with human resource development. The investment scale highlights that the state budget alone is unlikely to meet the full demand, underscoring the need to step up efforts to attract private capital, strategic investors as well as domestic and international financial institutions.

Mr. Kevin B. Iwanaga, Director of the Strategy and External Relations Division at the Vietnam International Financial Centre - Da Nang (VIFC - Da Nang), said that Dak Lak needs not simply more capital, but more importantly, a financial ecosystem that can turn planning objectives into bankable projects capable of mobilising capital. In this regard, budgetary capital should be used as “seed capital” to leverage private investment, foreign investment alongside other sources of long-term finance.

“The province expects that, following the provincial planning announcement and the expansion of its development landscape, enterprises, particularly young enterprises, will take advantage of the investment environment, from agriculture coupled with industry to tourism, to pursue sustainable development in the coming period,” said PPC Vice Chairman, comrade Truong Cong Thai.

Dak Lak is placing greater emphasis on improving its investment along with business environment to mobilise social resources. The province continues to implement measures to reform administrative procedures, shorten the time required to process investment applications, accelerate DX in state management, while improving the quality of services for enterprises.

In practice, numerous major projects have been delayed due to difficulties involving site clearance and legal procedures. Resolving bottlenecks in site clearance, resettlement, completing technical infrastructure while preparing clean land funds are therefore regarded as prerequisites for attracting novel investment.

Enterprises joining forces

Following the Provincial Planning Announcement and Investment Promotion Conference, several major enterprises expressed interest in sectors that the province has prioritised for development, signalling their confidence in the provincial development orientation.

Mr. Nguyen Nguyen, Deputy General Director of Business Development at Trung Nguyen Legend Group, said the enterprise wishes to continue working with the province to develop a comprehensive coffee ecosystem, contributing to positioning Buon Ma Thuot as a global destination for coffee knowledge, culture, creativity alongside heritage.

From another perspective, numerous manufacturing enterprises are also eyeing opportunities arising from the development of logistics centres, seaports, industrial parks combined with strategic infrastructure projects. As transport costs are reduced and market connectivity improves, enterprises’ competitiveness will be significantly enhanced.

Mr. Le Thanh Son, Director of the Business Division at Simexco DakLak, said that based on the novel planning, the company aims to become a “state-owned enterprise that creates an agricultural economic ecosystem”, with a target of achieving USD 1.5 billion in export turnover by 2030, built on five pillars: raw material area development, digital technology, logistics, innovation and carbon credits.

Planning-led opportunities will become genuine growth drivers only when translated into specific projects, substantive reforms and active business engagement. In this process, the authorities play an enabling role, enterprises serve as the pioneering force, while residents are the beneficiaries of development outcomes.
