Amid global economic volatility, policies supporting leading enterprises are not merely measures, but strategic steps to strengthen the private-sector capacity and competitiveness.

Aiming to build a core group of regionally and internationally competitive enterprises capable of leading the private sector, the Prime Minister approved the Programme for Developing 1,000 Leading Enterprises for the 2026 - 2030 period on April 6, 2026.

The programme’s key breakthrough is its new approach, shifting from broad-based support to targeted measures focused on intangible assets. Through assistance with green alongside digital transformation and intellectual property development, participating enterprises are expected to bring a broader ecosystem of small and medium-sized businesses into value chains, generating synergies that enhance the position of Vietnamese goods in international markets.

Alongside this initiative, the Government has also approved the Programme for Training and Developing 10,000 Chief Executive Officers by 2030. Skills in risk management, green transformation alongside compliance with international law are key to helping enterprises avoid falling into “technical traps” when participating in next-generation free trade agreements.

Practical considerations

For Dak Lak Province, the implementation of major central Government policies is creating strong momentum for economic transformation. The Standing Committee of the Dak Lak Provincial Party Committee has issued Action Programme No. 15 to affirm the leading, guiding and regulatory role of the state-owned economy, while creating growth momentum and strengthening the provincial competitiveness. The province is focusing on strengthening along with developing state-owned enterprises, notably 2-9 Dak Lak Import-Export Company Limited (Simexco DakLak), with the goal of becoming a leading state-owned enterprise that drives the local agricultural economic value chain.

Moving beyond its traditional export-oriented model, Simexco DakLak is positioning itself as a leading state-owned enterprise capable of building a sustainable agricultural economic ecosystem. Mr. Le Thanh Son, Director of Simexco DakLak’s Business Division, said the company’s strategic direction centres on expanding cooperation with the business community across five key areas: agricultural zone development; agricultural technology; agricultural logistics; science, technology and innovation; combined with the start-up ecosystem. Simexco DakLak expects to continue connecting and mobilising resources to work with the Dak Lak business community to build a smart, green as well as sustainable agricultural economy.

According to the Department of Finance, to facilitate the development of the private economic sector, the province will implement the Programme for Training 10,000 Chief Executive Officers by 2030; the Programme for Developing 1,000 Leading Enterprises for the 2026 - 2030 period; the Programme for Expanding into International Markets for the 2026 - 2030 period; and the Programme for Supporting Sustainable Business for the 2026 - 2030 period. Simultaneously, it will formulate a plan and propose a budget estimate to provide free management training for business households along with individual businesses province-wide in 2026.

The national policy on leading enterprises, together with Action Programme No. 15 issued by the Provincial Party Committee, provides a comprehensive framework for development and a clear strategic orientation. When state economic entities take a leading together with pioneering role in innovation, they will create favourable conditions for the provincial private sector to invest more boldly, access technology and strengthen its management capacity. Building a capable generation of business leaders with a modern mindset will enable Dak Lak to make the most of available resources, thereby turning its aspiration for rapid and sustainable development into reality.
