Policy breakthroughs to attract investment

From land and raw material advantages to investment incentives, Dak Lak is gradually creating a favourable environment to attract enterprises to invest in high-tech agriculture, deep processing combined with value-chain development, thereby enhancing the value of agricultural products.

Creating a favourable investment environment

At the 2026 Provincial Planning Announcement and Investment Promotion Conference, Dak Lak granted investment approval to 25 projects with total capital exceeding 40.29 trillion VND, while signing memoranda of understanding with 78 investors representing total registered capital of more than 1 quadrillion VND, focusing on industry, energy, infrastructure, urban development, high-tech agriculture and logistics.

The province prioritises projects with strong technological content alongside high added value, significant job-creation potential and aligning with local advantages. In agriculture, emphasis is placed on production linked to processing, high-tech application, the raw-material development and the formation of linkages from production to consumption.

To support enterprises, projects in investment-incentivised sectors are eligible for various corporate income tax incentives. In particular, some projects are subject to a tax rate of 10% for 15 years, with a four-year tax exemption and a 50% reduction in payable tax for the following nine years. For coffee processing projects that meet the prescribed conditions, enterprises are eligible for a corporate income tax rate of 10% for 30 years, with tax exemption during the first four years as well as a 50% reduction in payable tax for the subsequent nine years.

In addition, some projects using land for production and business purposes in investment-incentivised sectors, while fully meeting the prescribed conditions, are also eligible for land-rent exemptions.

Beyond investment incentives, Dak Lak is focusing on improving the way it serves enterprises, including implementing a “green lane” mechanism for handling investment-related administrative procedures. Shortening dossier processing times while strengthening coordination among relevant agencies are making it easier for enterprises to prepare and implement projects.

Attracting investment in high-tech agriculture

With around 1.5 million ha of agricultural and forestry land, including more than 824,000 ha of agricultural production land along with nearly 540,000 ha of basalt soil, Dak Lak has favourable conditions for developing concentrated, large-scale production areas. This also provides a foundation for attracting enterprises to invest in high-tech agriculture, processing and production support services.

During 2021 - 2025, the provincial agriculture, forestry and fisheries sector grew by an average of 5.33% per year, accounting for 38.47% of GRDP in 2025. Notably, the province currently has around 15,000 ha of cultivated land under high-tech production, with positive outcomes. Dak Lak currently has 12 investment projects in crop production, with combined capital of around 3.752 trillion VND. Of these, five high-tech projects, with total capital of around 2.781 trillion VND, have become operational.

In livestock production, the trend towards concentrated farms, technology application, biosecurity and value-chain-based production is becoming increasingly evident. The province currently has 68 livestock projects granted in-principle investment approval or investment registration certificates, with total capital exceeding 10.121 trillion VND alongside a total area of around 4,941 ha.

Dr Bui Thi Ngoc Dung of the Institute of Agricultural Planning and Design under the Ministry of Agriculture and Environment said that attracting enterprises to invest in high-tech agriculture is an important driving force for Dak Lak to achieve its target of 5.56% annual agricultural sector growth during 2026 - 2030. The province needs to create breakthroughs in land policies, administrative reform and investment incentives, while establishing appropriate mechanisms to support infrastructure and technology transfer. Simultaneously, it should effectively leverage investment incentive policies applicable to areas facing particularly difficult socio-eco conditions in accordance with regulations.
