To proactively respond to storms and heavy rain in 2026, all levels coupled with sectors province-wide are implementing the “four-on-the-spot” approach, focusing on maintaining uninterrupted communications and ensuring supplies of essential goods for residents.

Ensuring uninterrupted communications

Implementing the PPC’s plan to ensure communications serving the direction and management of disaster prevention alongside control, search and rescue combined with civil defence in 2026, agencies, units and localities have proactively developed detailed response plans as well as stand ready to respond to this year’s rainy and stormy season.

To date, relevant sectors together with enterprises have completed a comprehensive review of the postal and telecommunications network. Specialised communications equipment has been inspected and maintained, while personnel, vehicles and backup supplies are ready to respond to incidents alongside protect infrastructure in key areas vulnerable to flooding and flash floods.

Meanwhile, the electricity sector is proactively ensuring power supplies for disaster response. Mr. Tran Tan Phung, Deputy Director of Dak Lak Power Company, said the company had consolidated its Natural Disaster Prevention and Search and Rescue Steering Committee from the company level to its affiliated power units, developed a plan to prioritise electricity supplies according to the order of importance of customers, maintained 24-hour duty coverage along with stood ready to handle incidents when storms and heavy rain occur.

Mr. Nguyen Thanh Phong, Deputy Director of the Department of Agriculture and Environment, said that continuing to reinforce alongside strengthen infrastructure while developing a coordinated response plan under the “four on-the-spot” approach was an urgent top priority to ensure the safety of people and property while maintaining stable living conditions for residents.

Stockpiling essential goods and stabilising the market

The Department of Industry and Trade has also rolled out measures to ensure logistics and food supplies for residents in flood-affected areas. The department has surveyed and selected reputable enterprises to stockpile essential goods at warehouses, ready to supply them from early October through the end of December 2026.

Mr. Nguyen Hai Trieu, Deputy Director of the Department of Industry and Trade, said the transport arrangements would involve transport enterprises and supporting forces. Should roads become completely impassable, the department will report to the PPC to mobilise police coupled with military forces to transport goods by appropriate means, ensuring that goods are delivered directly to residents.

The Dak Lak Market Surveillance Sub-Department is strengthening price controls and strictly handling speculation, hoarding combined with illegal price increases. It has also required petrol stations to proactively develop backup plans to maintain sales in the event of power outages.

With the goal of ensuring the safety of people, vehicles and property, PPC Standing Vice Chairwoman, comrade Ho Thi Nguyen Thao instructed each power, postal and telecommunications enterprise to maintain a dedicated response team, mobile equipment as well as 24-hour command during storms and floods.

Relevant departments together with sectors are requested to implement plans for personnel, equipment, supplies, fuel and goods; maintain duty coverage to ensure the transmission of warning information, vessel information alongside rescue frequencies; address interference, strengthen information security monitoring; and prepare data backup as well as recovery plans in the event of incidents.
