Accelerating disbursement

Following the project-site handover, contractors concentrate their workforce along with resources on construction fronts across public investment projects in the South Phu Yen Economic Zone (EZ). Alongside ramping up on-site activities, the project owners are expediting the acceptance and payment for completed work to accelerate capital disbursement.

The Central Park project within the South Tuy Hoa City Novel Urban Area spans 31.2 hectares, with a total investment exceeding 197 billion VND sourced from the provincial budget. Contractors are currently focusing on construction within the newly handed-over areas, with multiple work items being carried out synchronously. So far, the construction together with installation work completed stands at nearly 76 billion VND, representing 52.74% of the contract value.

Similarly, the entire site for the technical infrastructure project serving the southern residential area of the South Tuy Hoa City Novel Urban Area has been handed over. Contractors are concurrently executing various work packages east coupled with west of Hung Vuong Street, as well as along Phan Chu Trinh Street.

Mr. Hoang Van Quoc, General Director of Mien Trung Infrastructure Investment JSC, noted that labor is currently in short supply due to simultaneously deploying multiple large-scale projects. During the rainy season, the contractor is proactively managing construction sites, mobilizing additional manpower in conjunction with equipment, prioritizing work packages ready for construction, coordinating with the project owner on the acceptance along with payment for completed work.

Staying on-site to expedite disbursement

The construction progress is closely aligned with public investment disbursement targets for the final months of the year. Mr. Doan Huu Thinh, the project manager for the road connecting Bai Goc Port and National Road 1 to Van Phong EZ, stated that the entire project site was handed over on July 31st, 2026, enabling simultaneous construction across the whole route. Contractors are mobilizing additional personnel combined with equipment, leveraging the available site to increase work volume, striving to complete the project this year.

Since the beginning of the year, the Management Board of Dak Lak Provincial EZs and Industrial Parks (IPs) has disbursed over 135.9 billion VND in public investment capital for the three projects of the road connecting Bai Goc Port (South Phu Yen EZ) with National Road 1 to Van Phong EZ (Khanh Hoa province); the technical infrastructure project serving the southern residential area within the South Tuy Hoa City Novel Urban Area; the central park project within the South Tuy Hoa City New Urban Area. Specifically, in July and August, disbursement results exceeded the targets committed under the PPC’s plan.

According to Mr. Phan Ngoc Thanh, Deputy Head of the Management Board of Dak Lak Provincial EZs and IPs, the Board committed to disbursing 100% of the 2026 capital allocation as planned by the PPC. To achieve this goal, the Board continues to closely monitor each project in coordination with urge contractors to increase personnel alongside equipment to accelerate construction progress. Simultaneously, the Board coordinates efforts to resolve emerging difficulties, ensuring that construction activities can be maintained at the sites for the year’s remainder.
