The PPC has held a meeting with 15 communes and wards along the provincial eastern coast to review task performance over the first nine months of 2026, discuss fourth-quarter growth scenarios coupled with assess preparations for natural disasters in the final months of the year.
During the first nine months of 2026, socio-eco conditions in the eastern coastal communes and wards remained broadly stable. Regarding budget revenue, at least nine of the 15 localities had met or exceeded their annual estimates.
In the fourth quarter, the localities will continue to capitalise on their strengths in industry, trade, services, tourism and the marine economy. They will focus on resolving bottlenecks related to planning, land issues combined with site clearance, accelerating investment projects, meeting budget revenue targets and disbursing allocated funds in line with approved plans.

At the meeting, local authorities asked the province to address difficulties related to budget funding, infrastructure investment, site clearance, specialised personnel, and the decentralisation alongside delegation of powers. Simultaneously, they also requested support with search-and-rescue equipment and measures to address vulnerable areas ahead of the storm as well as flood season.
Concluding the meeting, PPC Chairman, comrade Do Huu Huy asked each locality to review every target, assign specific tasks to individual officials, and clearly define implementation timelines along with responsibilities.
Regarding budget revenue, localities that have exceeded their estimates must continue to sustain revenue sources, prevent revenue losses and strive to achieve the highest possible outcomes. Those facing revenue shortfalls must work closely with tax authorities to review revenue sources alongside strive to fulfil their collection targets by November 2026.
On public investment, the PPC Chairman called on all 15 communes and wards to resolve outstanding difficulties together with accelerate project implementation, aiming for a disbursement rate of at least 95 % by December 31, 2026.
Regarding natural disaster prevention and response, localities must review vulnerable areas, develop practical response plans, as well as ensure sufficient personnel and equipment are ready. Particular attention must be paid to flood risks, with the lives coupled with property of local residents safeguarded.
The PPC Chairman assigned the Department of Home Affairs to coordinate assessments of the year-end performance of heads of local administrations. The accountability of localities that fail to make clear progress in October must be reviewed in accordance with regulations.
