Mobilising resources to achieve growth targets

Dak Lak GRDP grew by 8.22% in the first nine months of 2026, remaining below the planned scenario, particularly in the industry and construction. Significant efforts are still required to achieve the full-year growth target of at least 10.02%.

According to a report by the Department of Finance, Dak Lak’s GRDP expanded by 8.66% year on year in Q3 of 2026, exceeding the growth rates recorded in the first two quarters. Cumulatively, GRDP at constant 2020 prices was estimated at 124,391 billion VND in the first nine months, up 8.22% and equivalent to 99.14% of the planned scenario.

These outcomes indicate that the provincial economy has maintained its growth momentum. However, the gains have yet to offset the shortfall in the industry and construction. During the first nine months, this sector generated 28,315 billion VND, up 9.07% but equivalent to just 94.97% of the planned scenario, leaving a shortfall of approximately 1,499 billion VND. Many projects have yet to generate the expected construction volumes, while allocated resources have not been fully translated into actual construction activity, acceptance of completed works and added value.

Meanwhile, the industrial sector recorded 20,558 billion VND, up 11.13% and equivalent to 97.43% of the planned scenario, leaving a shortfall of approximately 542 billion VND. The industrial production index rose by 15.01%. Nevertheless, electricity production along with distribution, particularly hydropower, fell below expectations. Several industrial and energy projects have been delayed or have yet to operate at full capacity.

Taking decisive action to boost growth

At a meeting on the Q4 growth scenario, comrade Do Huu Huy, Alternate Member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee and PPC Chairman, stressed that GRDP must grow by approximately 13.63% in Q4 to achieve full-year growth of at least 10.02%. Under the planned scenario, construction sector growth must reach 70.27% as well as industrial growth 25.24%, while the industrial production index must increase by 21.30%.

The Department of Construction has been tasked with reviewing construction volumes generated by public investment, non-budget-funded projects, enterprises and the residential sector, while identifying works that can be implemented alongside generate value in Q4. Director of the Department of Construction, comrade Ho Quang De said the department would establish monthly implementation schedules and identify outstanding requirements, while assigning focal points to monitor as well as update progress weekly for major projects. Issues relating to site clearance, materials, design and procedures must be assigned to the relevant agencies with specific deadlines. Alternative measures must be identified to make up for construction volumes that can no longer be delivered as planned.

In the industrial sector, the Department of Industry and Trade will work with key factories to determine monthly output, capacity combined with market demand, monitor electricity output at each plant, quantify shortfalls and assess the potential for compensation from processing together with manufacturing industries. Deputy Director of the Department of Industry and Trade, comrade Nguyen Hai Trieu said the province had 27 key industrial growth projects for 2026, of which 18 were operational coupled with nine were under review to address difficulties and obstacles. The sector will accelerate the commissioning of the remaining projects while stimulating consumer demand while supporting goods sales during the year-end period.

Regarding public investment, PPC Chairman, comrade Do Huu Huy called for full disbursement of the 2026 capital plan. Investors must review each tender package, accelerate construction and complete payment documentation as soon as the corresponding work has been completed. Projects that can no longer disburse their allocated funds must be reported promptly for consideration of capital reallocation by the competent authorities.

Departments, sectors and local authorities must prioritise resolving obstacles involving land, site clearance, planning, the environment, material supplies along with investment procedures. Management must be results-oriented, with performance assessed against deliverables, progress and verifiable outcomes. The “six clarities” principle must be applied consistently, ensuring clarity on each project; monthly work volumes as well as capital implementation; outstanding obstacles; the agency responsible for resolution; deadlines; and the accountability of agency heads.
