PPC Chairman Do Huu Huy works with the Department of Construction on growth scenario

PPC Chairman, comrade Do Huu Huy has held a working session with the Department of Construction to discuss the sector’s growth scenario for the Q4 of 2026 and review its leadership in carrying out assigned tasks.

According to the Department of Construction, the sector’s value added at current prices in the first nine months of 2026 was estimated at 10.577 trillion VND, up 12.88% year on year but equivalent to only 91.28% of the scenario, leaving a shortfall of approximately 1.010 trillion VND.

The main reasons included investment capital not being translated into a corresponding volume of actual construction output, slow public investment disbursement and difficulties with site clearance alongside legal procedures affecting several large-scale projects funded by non-budget sources. Among 53 projects under the 45-day campaign, only seven had completed the handover of all required land. Meanwhile, 136 of the 396 outstanding projects remained unresolved. In addition, some project owners and investors had failed to properly report actual construction output, affecting statistical reporting along with growth assessments.

To make up the shortfall and achieve the annual target, the construction sector has set a target of 7.092 trillion VND in value added in Q4 2026, bringing the full-year total to 17.669 trillion VND, up 23.53% from 2025. Construction output in Q4 is projected to reach 24.620 trillion VND, driven by public investment, non-budget-funded projects, business activity and residential construction.

At the working session, PPC Chairman, comrade Do Huu Huy called for the statistical reporting process to be rectified to ensure data were complete, accurate and transparent, with supporting documentation. The Department of Construction was instructed to strengthen its responsibility for monitoring while expediting projects within its remit, while increasing on-site inspections to identify and address difficulties as well as obstacles promptly.

The department was also required to review the data and urgently finalise a detailed growth scenario to meet the targets while proactively proposing measures to accelerate project implementation as well as improve investment efficiency, thereby boosting sectoral growth in the remaining months of 2026.
