Adjustment of Provincial Planning for 2021-2030: Dak Lak as a connectivity hub linking the Central Highlands with the South Central Coast

Standing Board of the Provincial Party Committee has convened its 17th thematic meeting to review and provide opinions on preparation of adjustments to Dak Lak Provincial Planning for 2021-2030 period, with a vision toward 2050, alongside other matters under its authority.

At the meeting, the consulting unit presented a draft revised provincial plan for Dak Lak covering 2021-2030, with a vision toward 2050.

The draft clearly defines Dak Lak’s position as a connectivity hub linking Central Highlands with South Central Coast, playing a key role in agriculture, logistics, renewable energy, as well as national defence and security. The province targets becoming a moderately developed locality by 2030, serving as a regional centre for green economy as well as services; by 2050, it aims to reach a fairly developed level, with a modern economy alongside sustainable growth.

The plan identifies core development pillars, including high-tech agriculture associated with deep processing; marine economy and logistics; renewable energy; together with tourism. Three strategic breakthroughs are also prioritised: human resource development, synchronised infrastructure completion, along with promotion of science, technology and digital transformation. Development space is structured toward stronger highland-coastal linkage, organised around four sub-regions, two growth poles along with three economic corridors, forming a framework to strengthen regional connectivity, effectively harnessing local potential as well as advantages.

At the meeting, delegates assessed that the draft largely inherits previously approved plans, aligning with central orientations alongside national and regional planning frameworks. They also called for clearer articulation of new elements following administrative restructuring; priority spatial orientations; advantages associated with “great forest - blue sea”; development pillars, breakthrough areas, spatial organisation, infrastructure connectivity, and overall feasibility.

Addressing the meeting, Provincial Party Secretary, comrade Luong Nguyen Minh Triet emphasised that provincial planning plays a pivotal role, forming foundation for the entire planning system from general through detailed levels, thereby shaping vision, orientation, as well as development goals in both medium and long term. He urged delegates to maximise expertise alongside responsibility, continue in-depth research, contribute substantive feedback to ensure the plan remains comprehensive, coherent, closely aligned with practical conditions. The consulting unit was requested to fully incorporate feedback, urgently finalise the draft, and proceed with subsequent steps. Standing Board will continue review prior to submission to provincial People’s Council for consideration as well as approval in June 2026.
