On September 30, the Dak Lak Provincial Party Executive Committee held its eighth expanded conference to review the task implementation during the first nine months of the year and discuss solutions to achieve the 2026 socio-eco development targets as well as ensure national defence and security.

According to the report, during the first nine months, the province focused on removing bottlenecks in institutions, land, site clearance and public investment. GRDP is estimated to have grown by 8.51%; export turnover exceeded 2.3 billion USD; while tourism welcomed approximately 8.34 million visitor arrivals, generating more than 15.8 trillion VND in revenue. The province approved investment policies for 40 projects with total capital exceeding 33.34 trillion VND; 2,830 new enterprises were established, up 19.7%; while 258 of 396 outstanding and long-delayed projects were resolved.

However, nine-month growth remained below the set scenario, while public investment disbursement reached only more than 40% of the plan assigned by the Prime Minister. To achieve the double-digit growth target, the province must strive for fourth-quarter growth of approximately 13%.

At the conference, delegates discussed solutions concerning personnel affairs, public investment disbursement, land-use fee collection, FDI attraction, sustainable poverty reduction, transport infrastructure development and site clearance.

In concluding remarks, Provincial Party Secretary Luong Nguyen Minh Triet called on the entire Party Committee to improve the quality of Party building coupled with the political system, tighten discipline and order while addressing the practice of avoiding and shifting responsibility.

The Provincial Party Secretary called for decisive efforts to achieve breakthroughs in the fourth quarter, with growth scenarios updated, specific targets assigned to each sector and locality, alongside progress regularly monitored. Public investment disbursement was identified as a top political task, with efforts focused on removing obstacles related to site clearance, construction materials and resettlement, while accelerating strategic infrastructure projects. Simultaneously, the Provincial Planning must be urgently concretised; investment attraction made more selective, particularly regarding FDI; outstanding projects and surplus public assets fully addressed; land managed effectively; social housing projects expedited; along with budget revenue increased, particularly revenue from land.

The Provincial Party Secretary requested improved effectiveness of the two-tier local government, accelerated administrative reform and digital transformation, alongside the recruitment and training of specialised personnel at the commune level. The province must also effectively implement sustainable poverty reduction, social welfare, education combined with healthcare programmes, proactively prevent and respond to natural disasters, while maintaining national defence, security and social order.

The Standing Committee of the Provincial Party Committee will strengthen inspection, supervision and efforts to resolve difficulties, striving to achieve the highest possible level of the 2026 targets as well as create a foundation for 2027 and the entire tenure.
