In the 2026-2030 period, the National Target Programme on New Rural Development (NRD) in Dak Lak Province aims for breakthroughs to drive substantial qualitative improvements, creating modern and civilised rural areas.
Consolidated production for large-scale operations
Dak Lak currently has 26 communes meeting NRD standards. During 2026-2030, the province targets 68 out of 88 communes achieving NRD status, including eight reaching advanced NRD tandards.
A key issue in current NRD lies in planning and organising production, cultivation in a structured, systematic manner, with farmers acting as central stakeholders. Based on this orientation, Dak Lak is promoting large-scale production linkages while developing value chains associated with key agricultural products.

To date, the province has granted 320 export-oriented planting area codes, covering more than 9,538 hectares across various crops; 52 facilities have received export packaging codes. In addition, 75 domestic planting area codes have been issued, covering over 1,260 hectares.
Simultaneously, production models have shifted from fragmented, small-scale practices towards collective economic structures. The province has established four agricultural cooperative unions, 837 agricultural cooperatives and 322 cooperative groups. Among these, 156 cooperatives engage in input supply alongside output linkage for members. Moreover, five scientific organisations, 34 enterprises and 15,525 farming households participate in these linkages.
Meanwhile, the One Commune One Product (OCOP) programme has been implemented in a comprehensive, widespread manner, contributing to development of local agricultural brands. To date, the province has recognised 764 OCOP products from 374 entities, including cooperatives, enterprises, business households. Among them, two products have achieved five-star status, 56 products four-star, 657 products three-star, while one product remains under consideration for five-star classification.
New thinking, new approaches
In the coming period, the NRD programme in Dak Lak will shift focus from “meeting standards” towards modern, sustainable alongside smart development, aiming to improve income and quality of life, complete infrastructure, ensure sustainable poverty reduction, while integrating environmental protection, cultural preservation and digital transformation.
Farmers, the programme’s core actors, are also reshaping mindset and approach. The story of Mr. Nguyen Nhan in Tuy An Bac Commune is a typical example. Starting from a small rice paper workshop, he proactively accessed loans, invested in machinery as well as gradually expanding towards larger-scale production.

Behind these models lies a coordinated policy framework, including preferential credit, start-up support and incentives for applying science, technology. When such “levers” are effectively deployed, people no longer wait passively for assistance; instead, they actively seek opportunities for advancement.
Mr. Nguyen Minh Huan, Director of the Department of Agriculture and Environment, said: “To ensure the emulation movement for NRD development achieves high efficiency, the province will mobilise multiple resources for rural development, including state budget, credit from financial institutions, contributions from enterprises as well as the community. Importantly, each resident participating in the programme recognises their role along with responsibility, thereby generating collective strength in building new rural areas”.
During 2026-2030, Dak Lak will continue implementing the National Target Programme on NRD in association with urbanisation, ensuring substance, depth, efficiency and sustainability. By 2030, the province targets 77% of communes meeting NRD standards, alongside 1,110 OCOP products certified at three-star level or higher.
