To achieve this target, the province will prioritise sectors with strong potential and competitive advantages linked to the highland - coastal development space, including high-tech agriculture, processing combined with manufacturing, energy, the marine economy, logistics, tourism, green and circular economies, innovation alongside digital transformation.

A key priority is to review and align planning, prepare clean land for investment in economic zones, industrial parks, industrial clusters along with high-tech agricultural zones, standardise dossiers for key projects, and develop a digital investment promotion map integrating information on planning, available land as well as infrastructure.

The province will also accelerate administrative reforms and shorten the time required to process procedures relating to land, construction and environment. It will shift from broad-based investment promotion to a more targeted approach, selecting partners coupled with projects along priority value chains.

Alongside these efforts, Dak Lak will prioritise investment in regional connectivity between the highlands and the coast, as well as infrastructure for economic zones, seaports and logistics. It will diversify investment sources, including state budget capital, FDI together with public-private partnerships (PPPs). The province will strengthen cooperation with ministries, sectors, localities and domestic alongside foreign investment promotion organisations, while leveraging the role of local enterprises in connecting supply chains and attracting supporting projects.
