Tuy Hoa embodies the distinctive qualities of a coastal city where mountains along with rivers merge into the vast ocean. This essence is captured in the Tuy Hoa ward’s current slogan: “A mountain inside the urban - A city within the sea”.

Nhan Mountain rises from the Tuy Hoa urban heart, bordered by the sea to the east together with the Chua alongside Ba rivers flowing southward, creating an urban landscape that is simultaneously modern coupled with dynamic, yet peaceful and rich in identity.

The Association of Vietnamese Cities recognizes Tuy Hoa’s distinctive charm as a coastal urban defined by its mountains coupled with lush forest greenery. This unique character is anchored by Nhan Mountain - situated in the city center - which serves as a convergence point for outstanding natural, cultural, and historical identities. At its summit stands the thousand-year-old Nhan tower, a special national relic, while the surrounding foothills support a forest ecosystem that has been preserved for over three decades.

From Nhan mountain, visitors can follow Ba river out to the sea via the Da Dien estuary.

The sea also shapes Tuy Hoa’s identity, featuring a beach stretching over 10 kilometers with fine white sands in conjunction with open vistas. Green casuarina rows together with increasingly developed infrastructure are unlocking significant potential for coastal tourism.

The combination of a mountain within the city, rivers flowing through the urban landscape, alongside the sea stretching toward the horizon gives Tuy Hoa a distinct advantage in shaping a unique and character-rich urban identity.

Multi-center urban spatial planning

Tuy Hoa ward is building upon existing plans while expanding in coordination with connecting transportation networks to establish regional alongside zonal master plans. This approach facilitates urban expansion toward a multi-center model, fostering spillover development from the urban core to the outlying areas.

Along the coast, the urban landscape is taking shape through modern architectural landmarks, including Nghinh Phong Tower square, the seaside park, complemented by a network of high-end hotels and resorts. In the city center, the street network follows a grid layout, facilitating convenient movement. Interspersed among the blocks are parks, pocket parks, combined with green spaces, forming an urban landscape that harmonizes with nature.

Nghinh Phong Tower serves as a venue for vibrant cultural and sports activities in Tuy Hoa ward.

The area along the Ba river has been designated as a novel zone for development. Beyond shaping the landscape, the river is closely linked with agricultural production areas, craft villages, specialized vegetable along with flower-growing villages. Riverside urban planning aims to unlock novel development potential while preserving the land’s distinctive character.

Comrade Dao Bao Minh, Member of the Provincial Party Standing Committee, Party Secretary, Chairman of the People’s Council of Tuy Hoa ward, stated that regarding spatial development, the ward is adhering closely to the existing Tuy Hoa city master plan while expanding into the communes of Hoa An and Hoa Tri (formerly of Phu Hoa district), which are set to merge with the ward on July 1st, 2025. This approach preserves the established urban character while expanding development space as well as strengthening connectivity with neighboring localities.

“Leveraging its advantages in location, transport infrastructure, along with natural scenery, the locality aims to build an urban area focused on tourism, commerce, services, ultimately becoming a development hub for the eastern region,” emphasized comrade Dao Bao Minh.
