Shifting from monitoring progress to delivering tangible results and outputs

The PPC recently held a regular meeting to review its direction and management, assess socio-eco development alongside national defence and security performance during the first nine months of 2026, as well as roll out the work programme for the fourth quarter.

During the first nine months of 2026, the provincial socio-eco situation maintained its growth momentum, with positive developments recorded across numerous sectors. GRDP was estimated to have grown 8.22 % year-on-year. Total retail sales of goods and consumer service revenue increased 17.55 %, exports rose 6.25 %, while investment by the non-State sector grew 16.02 %.

Culture and social affairs, social welfare, healthcare, education combined with training continued to receive due attention. Digital transformation (DX), administrative reform (AR), decentralisation and delegation of authority were further accelerated. Ethnic along with religious affairs were addressed in a timely manner, while national defence and security as well as social order and safety were maintained.

Despite these outcomes, several shortcomings remained. Economic growth had yet to meet expectations, while some growth drivers had not made the required contribution. The investment capital conversion into construction output and added value remained slow. The province also faced limitations in mobilising foreign investment resources.

Concluding the meeting, PPC Chairman, comrade Do Huu Huy called on departments, sectors and local authorities to shift decisively from monitoring progress towards delivering concrete results coupled with outputs. They were asked to review all remaining tasks for 2026, clearly define expected outcomes, outputs, responsibilities and deadlines, while proactively preparing the 2027 plan.

Provincial leaders identified several key priorities, with the strongest focus placed on achieving the 2026 growth target and completing all remaining tasks for the year. The province will seek a major breakthrough in public investment, site clearance alongside key projects; step up efforts to increase budget revenue; unlock and effectively utilise available resources; as well as maximise growth drivers in industry, agriculture, trade, tourism and new development spaces. Concurrently, the province will improve the effectiveness of the two-tier local administration, accelerate AR, science together with technology development and DX, while ensuring effective implementation of cultural and social affairs, national defence along with security, and social welfare policies.
