As the investment and business environment continues to improve, Dak Lak is shifting from broad-based investment attraction towards selecting projects capable of linking industries coupled with sectors while creating new value chains.
Under the Provincial Planning for the 2021 - 2030 period, with a vision towards 2050, Dak Lak is set to organise its development space around a framework of “three regions, three economic corridors, two centres and three growth poles”. On this foundation, the Quy Nhon - Pleiku alongside Khanh Hoa - Buon Ma Thuot expressways, together with an inter-regional connectivity network, are being developed and expanded, facilitating the flow of goods, reducing logistics costs while improving enterprises’ access to markets.

Alternate Member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee and PPC Chairman, comrade Do Huu Huy said the new planning framework along with economic space are creating significant opportunities for Dak Lak to mobilise resources, attract investment and generate new growth drivers.
The appeal of the new development space was partly reflected at the Dak Lak Provincial Planning Announcement and Investment Promotion Conference in June 2026. At the event, 25 projects with total registered capital of approximately 40.294 trillion VND were granted investment policy decisions combined with investment registration certificates; nine memoranda of understanding on investment cooperation, worth nearly 9 trillion VND in total, were also signed.
These figures demonstrate the interest of the business community and investors in Dak Lak’s development potential along with growth prospects. More importantly, however, the province needs to turn investment commitments into reality, translating them into projects, products, jobs, budget revenues and opportunities for local enterprises to participate in value chains.
Unlocking resources
During the 2026 - 2030 period, Dak Lak needs to mobilise more than 640 trillion VND in total social investment capital, a target that would be difficult to achieve if relying solely on the state budget. The province therefore needs to build a transparent, stable and favourable investment environment capable of unlocking private investment flows.

The province is focusing on resolving obstacles related to land, investment procedures, site clearance together with infrastructure; establishing working groups to monitor and address difficulties facing individual projects; while strengthening dialogue with enterprises and investors. Simultaneously, it aims to complete the land database in 2026, accelerate administrative procedure reform as well as shift from pre-inspection to post-inspection in appropriate sectors.
From an expert perspective, Mr. Kevin B. Iwanaga, Director of the Strategy and External Affairs Division at VIFC Da Nang, said Dak Lak needs to reform project preparation, “package” projects alongside transparently screen projects based on their readiness, revenue-generating potential and strategic impact. Digitising information on planning, land, legal matters, feasibility studies along with environmental impact assessments will help investors shorten appraisal times and make investment decisions at an earlier stage.
The value of a major project lies not only in its investment capital but also in the demand it generates for raw materials, human resources, logistics, finance, technology, services combined with supporting products. Dak Lak therefore needs to develop a local enterprise ecosystem capable of participating in new projects and value chains. This presents an opportunity for small and medium-sized enterprises, cooperatives alongside household businesses to improve product quality and become suppliers coupled with partners of larger enterprises, thereby strengthening the spillover effects of capital inflows.
PPC Vice Chairman, comrade Truong Cong Thai said the new planning framework and development space are creating additional opportunities for enterprises, particularly young enterprises, across sectors ranging from agriculture together with industry to tourism. Land availability, human resources and existing advantages are creating favourable conditions for Dak Lak to become a destination for major investment flows.
To turn opportunities into results, the province needs to maintain consistent policies, improve infrastructure and public services quality, as well as strengthen coordination among authorities, investors and local enterprises.
