During its innovation alongside development journey, Dak Lak province has determined that administrative reform (AR) efforts can only achieve substantive depth when administrative discipline is strictly performed in conjunction with the public service infrastructure operates effectively.

Following the provincial strategic directive, local authorities combined with departments have rapidly translated the mandate into concrete public service solutions. Efforts to tighten discipline are being deployed alongside innovations in operational methods, helping to shorten processing times as well as reduce waiting periods for organizations together with individuals.

Comrade Tran Duc Nhat, Chairman of the Tan Lap Ward People’s Committee, stated that following the administrative unit reorganization, the locality has emphasized strict adherence to professional ethics in coordination with workplace culture among officials alongside civil servants, while intensifying inspections, addressing violations, combined with holding the unit leaders accountable. The ward’s public administrative service center has been upgraded with modern facilities, featuring support teams directly guiding citizens in accessing public services. Thanks to consistent direction, in the Q3 of 2026, the ward received 5,255 applications; 5,230 of them were processed on time or ahead of schedule, with zero overdue cases; all applications were received online alongside digitized.

Among provincial-level specialized advisory agencies, the administrative discipline spirit has also been transferred into concrete solutions. The Department of Finance proactively advised on piloting a “green channel” mechanism, which cut by half the time required for approval procedures, including investment policy adjustments coupled with Investment Registration Certificates issuance. In the business registration, times processing certain administrative procedures (AP) were also reduced by 50%; notably, businesses were not required to register address changes resulting from the administrative unit reorganization, thereby avoiding unnecessary costs along with procedures. Mr. Vo Dinh Tien, Deputy Director of the Department of Finance, emphasized that administrative discipline together with the accountability among agency heads are decisive factors in ensuring commitments to support businesses are effectively implemented. The Department of Finance identifies AR as a direct solution to reduce costs, shorten processing times, while creating more enterprises’ investment and business opportunities.

Building an effective and efficient administration apparatus

Thoroughly implementing this guiding principle province-wide, comrade Do Huu Huy, Alternate Member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, the PPC Chairman, directed agency heads to heighten their sense of responsibility, strengthen the official duty management in coordination with supervision. They are held accountable for any violations, causing inconvenience, or delays in processing APs. Furthermore, officials together with civil servants who fail to meet job requirements in positions involving frequent interaction with citizens alongside businesses must be immediately reassigned or replaced.

This directive has motivated departments, sectors, combined with localities to synchronously conduct solutions aimed at achieving systematic progress in AR. The province is intensifying interoperable data connectivity coupled with sharing among agencies, reducing requirements to resubmit existing information, as well as minimizing duplicate declaration obligations; it is also strengthening the AP control, particularly in land, investment, and construction, etc.

Concurrently, the province has shifted strongly toward the approach based on listening, engaging in dialogue, tracking recommendations through to resolution, while maintaining the “Entrepreneur Coffee” program, held twice a month. The discipline in conjunction with breakthrough goals is also tightened to improve its Provincial Competitiveness Index 2026, striving to ensure that 99% of business registration applications are processed on time or ahead of schedule, while 90% of recommendations are addressed within the deadline; simultaneously, reviewing coupled with revoking off-budget projects behind schedule or resource appropriation.
